On the afternoon of January 16, at the regular press conference on socio-economics, the Department of Natural Resources and Environment of Ho Chi Minh City reported on the situation of removing difficulties in handling procedures for granting Certificates to home buyers at housing development projects in the city.
Accordingly, on November 5, 2024, the City People's Committee established a working group to resolve issues related to the issuance of land use right certificates and property ownership rights attached to land for organizations and individuals in commercial housing development projects in the City.
Up to now, the working group has organized 12 meetings to resolve difficulties for 66 projects, with 37,214 apartments/houses/land plots/officetels; 1 property attached to land; 15 floors of commercial service construction, 655 car parking spaces, 218 commercial service spaces.
As a result, 41 projects have resolved difficulties and obstacles, with the number of resolved apartments/houses/land plots/officetels being 27,575.
In addition, the working group also removed obstacles for 655 parking spaces; 1 property attached to land, 15 floors of commercial service construction were removed.
The Department of Natural Resources and Environment added that the goal of establishing the working group is to carry out 6 main tasks to reform administrative procedures on registration and granting of certificates of land use rights and ownership of assets attached to land.
In particular, clearly identify the causes and difficulties leading to the failure to complete the work of granting certificates, grouping, classifying, collecting statistics, and listing specific projects by group, proposing and implementing solutions to remove obstacles and difficulties according to a specific plan, roadmap and time.
At the same time, monitor, urge, and inspect the progress of removing difficulties and obstacles and comprehensively assess the development situation as well as the certification work at commercial housing development projects in the City from the time the project is granted an investment and construction license until the completion acceptance and putting into use and granting certificates related to the certification work at commercial housing projects.
The working group is also responsible for directing the development of applications and websites, regularly updating them, facilitating people's access to information on mortgages at credit institutions; violations of construction order; late submission of documents for granting certificates to home buyers; the emergence of additional financial obligations, etc.
