The Department of Natural Resources and Environment of Ho Chi Minh City is drafting a Decision of the City People's Committee on regulations on other documents on land use rights existing before October 15, 1993 in the City.
This Decision is to specify Article 137 of the 2024 Land Law, which stipulates that households and individuals currently using residential land with one of the types of documents established before the above time shall be granted a land use right certificate; the Law also assigns the Provincial People's Committee to provide detailed regulations to suit local realities.

The city is drafting four types of documents with specific characteristics in the area to serve as a basis for issuing certificates to households and individuals.
Specifically, the first type of document is the inventory book, land registration book established during the process of land registration according to Directive No. 299/TTG dated November 10, 1980 of the Prime Minister on the work of measuring, classifying and registering land nationwide managed by state agencies that has the name of the land user;
The second type of document is a housing authorization license, housing ownership authorization issued by the Department of Land and Public Works Management, the Department of Land or the District People's Committee, with the content of recognizing the right to own a house and the right to use residential land for the authorized person;
The third type of document is a contract for the purchase and sale of a house on installments executed by a competent authority (construction for sale), accompanied by a record of liquidation of the house purchase and sale contract and a certificate of completion of payment for the house on installments;
The fourth type of document is the document on the transfer of land use rights and house sales, certified by the People's Committee of the commune level, with the signature of the buyer and seller or the purchase and sale certified.
According to the assessment of the City Department of Natural Resources and Environment, in the process of implementing land policies before the 1993 Land Law (effective from October 15, 1993), the City had many types of documents with content on the creation of land use rights that were granted or certified with different names, contents or issuing agencies depending on the actual situation of houses and land in the locality as well as land management requirements in each period.
Up to now, in addition to the types of documents on land use rights before October 15, 1993 that have been regulated in the 2024 Land Law, in the City there are still other types of documents with specific characteristics that have not been included in the regulations.
