On October 11, the Department of Education and Training of Ho Chi Minh City organized a workshop on some solutions to make English the second language in schools in Vietnam. Attending were Deputy Minister of Education and Training Pham Ngoc Thuong and representatives of the Department of Education and Training and schools in the city.
According to the Department of Education and Training, the workshop aims to share experiences and propose practical and effective solutions to make English the second language in schools according to Conclusion No. 91-KL/TW dated August 12 of the Politburo.
Speaking at the opening of the workshop, Dr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, acknowledged that currently, in the world, many countries have successfully implemented the bilingual education model, making English the second language in schools. These countries have achieved significant achievements in improving English proficiency for students, thereby creating favorable conditions for studying, researching, working and international integration.
From international experience, according to Mr. Hieu, to make English the second language in schools, it is necessary to focus on a number of solutions such as: Building a favorable environment for learning and using English, encouraging students to use English in daily communication. Innovating English teaching and learning methods, focusing on developing communication skills, applying English in practice. Improving the quality of English teachers, improving the quality of teachers of subjects with English proficiency to meet the requirements of teaching in an international integration environment. Strengthening international cooperation in the field of English education, learning advanced experiences from countries that have successfully implemented English as a second language teaching programs in schools and countries with developed education.
Comprehensive planning based on technology that suits real conditions
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that to make English the second language in schools in Ho Chi Minh City, there needs to be a comprehensive plan based on technology suitable to actual conditions.
In which, Mr. Minh proposed 8 solutions to move towards realizing the goal of second language in schools including:
- Investing in digital infrastructure development: Upgrading technology infrastructure in schools is fundamental.
- Implementing integrated programs: Applying integrated methods supported by digital content allows students to learn English naturally through other subjects.
- Teacher training and professional development: Teachers play a pivotal role, so improving teachers' technological skills and English language proficiency is important.
- Participate in organizing international educational activities: Organize online cultural exchange programs with schools in English-speaking countries, encourage students to participate in international competitions, organize international competitions with the participation of students from countries in the region, thereby helping students gradually get used to using English in the learning environment.
- Implement assessment frameworks: Develop standards to recognise and assess the progress and effectiveness of English as a second language in schools.
- Support policy: Government policy and financial support: Is an essential factor for effective and sustainable plan implementation.
- Localize content: Build learning materials for subjects such as local education, history and geography in English in a virtual environment. Help students experience it in a realistic way, thereby supporting the acquisition of subject knowledge while creating context and context for students to learn English.
- Bridging the digital divide: Ensuring equitable access to technology in underserved areas through the deployment of cloud-based systems and solutions that reuse old equipment.
By 2025, there will be a project to make English the second language in schools.
Speaking at the workshop, Deputy Minister of Education and Training Pham Ngoc Thuong said that the Ministry will advise the Government to soon issue a national project on making English the second language in schools, including solutions on resources, policy mechanisms, teacher training, creating opportunities for native teachers to cooperate and work in Vietnam... Mr. Thuong also said that it is necessary for 5 main pillars: state management, scientists - experts, trainers (educational institutions), schools, and businesses to participate in giving advice to implement this national project.
According to Mr. Thuong, by 2025, this project can be completed and the roadmap and implementation solutions can be clearly defined. "The practical experience of Ho Chi Minh City in implementing Project 5695 (Teaching and learning math, science and English integrating the English and Vietnamese programs" according to Decision No. 5695/QD-UBND dated November 20, 2014 of the Ho Chi Minh City People's Committee) shows that there needs to be a strategy, a specific plan...
"We need to implement synchronous solutions, in which we identify immediate, long-term and breakthrough solutions. Thus, the synchronous approach must identify breakthrough solutions, not spread them out horizontally, and implement them wherever conditions are suitable. We encourage localities with sufficient conditions such as Ho Chi Minh City to be the locomotive to lead and orient the effective teaching and learning of English," said Deputy Minister Pham Ngoc Thuong.
Mr. Pham Ngoc Thuong also shared that this is the first large-scale workshop organized since the Politburo's Conclusion 91. This shows Ho Chi Minh City's determination to pioneer in making English the second language in schools.
