Accelerate social housing construction
Recently, at a meeting on the progress of the city's housing development program, social housing projects, and worker accommodation in Ho Chi Minh City, Mr. Huynh Thanh Khiet, Deputy Director of the Department of Construction, said that according to the plan, the city plans to develop about 26,200 - 35,000 social housing units (including worker accommodation).
According to Mr. Khiet, currently the Ho Chi Minh City Department of Construction is coordinating with relevant units to focus on completing legal procedures to accelerate the implementation of the social housing development plan for the 2021-2025 period, with the expected target of developing an additional 2.5 million square meters of construction floor space (equivalent to about 35,000 apartments).

In addition, this unit is re-evaluating the legal progress and feasibility of social housing projects, to specifically determine which key social housing projects need to be developed in the 2021-2025 and 2026-2030 periods.
Information from the Ho Chi Minh City Department of Construction said that there is a specific list of 37 projects, of which only 1 project has been completed, 6 projects are under construction and 30 projects are carrying out legal procedures.
For this group of 36 projects, the Department of Construction plans to complete and put into use a maximum of 13 projects with 12,000 apartments, and expedite the remaining procedures to the maximum.
Regarding workers' accommodation, the Department of Construction said that the whole city has 2.6 million workers working in enterprises. The current status of the worker accommodation fund in the area has been invested with 34 completed projects, equivalent to 6,198 rooms and meeting the accommodation needs of 40,600 people. Currently, the city has 6 land plots for building workers' accommodation with an area of 6.9 hectares, equivalent to 4,718 rooms.

Also at the above meeting, Chairman of Ho Chi Minh City People's Committee Phan Van Mai emphasized that by 2025, the city must implement at least 26,200 apartments in the project assigned by the Prime Minister and at most 35,000 apartments according to the city's registered plan.
The Chairman of the Ho Chi Minh City People's Committee assigned the Director of the Department of Construction to work with investors of social housing projects to fulfill their commitments to implement the projects.
The city leaders also suggested that the Department of Construction review the two procedures for public land and investor land, and should have regulations on time, establish an interdisciplinary team, and a mechanism to move the entire process forward, shortening the time for procedures, then businesses will participate. If the time for procedures is shortened, businesses are willing to participate in building social housing.
Build a "dream" home
As one of the cities with the largest immigrant population in the country, Ho Chi Minh City has always been the economic, political, and social center for many years, despite great efforts in developing and building social housing and worker housing. However, it still cannot meet the real housing needs of many people.
Mr. Phan Trung Hoa (from Quang Binh) currently working in Tan Binh Industrial Park (Ho Chi Minh City) shared: “I have worked in Ho Chi Minh City for more than 15 years, building a family and living here. Because both my husband and I are workers, our income is not high, the cost of living in the city is expensive, and raising a small child makes our economy tight. For many years, we have been renting and hoping to find a social housing unit to buy and live in, so when we read the information that the city is building many houses and is determined to complete them soon, it makes us even more hopeful.”

If there are more social housing and worker accommodation built systematically, low-income people and workers will find it easier to achieve the "dream" of owning a house in the city.
Also working in Ho Chi Minh City for more than 6 years, Ms. Cao Thu Thuy's family (from Thanh Hoa province) shared: "3 years ago, my husband and I completed the procedures to buy social housing built by a private company in Binh Tan, but because we did not understand the legal procedures, the application was submitted slowly and took a long time, so we were not able to buy a social housing. Since then, my whole family has been renting a place to live. In this city, it is really difficult to buy a house no matter how much we save.
Workers' salaries are low, just enough to cover their living expenses. If the government supports the construction of social housing, creates conditions for buying and paying in installments as the policies are currently informing, that would be wonderful and give hope to those who are living far away and want to stay long-term in this land like us.
Another case is the family of Mr. Nguyen Tuan Tu (Binh Thuan province) who shared that he used to work and rent a house for Sadeco workers, Tan Thuan Export Processing Zone (District 7) for his family to live.
“After many years of living and working here, due to low rental costs and stable living conditions, I was later supported by my family and borrowed from the bank, so I was able to buy a commercial house in Binh Duong and move here to live.
I think building more accommodation for workers in industrial parks and export processing zones is very necessary because it not only creates favorable living and working environment but also helps people like us have more motivation to strive to buy a house, towards a better future," Mr. Tu shared.

It can be seen that Ho Chi Minh City is a locality with the most industrial parks and export processing zones in the country and this is where a large number of immigrants and workers gather to work and live. The demand for housing in Ho Chi Minh City is increasing very high.
In order for workers to stay long-term when choosing Ho Chi Minh City as their second hometown, in addition to taking good care of social security, the policy of building social housing to help them have a house to "settle down", "turn" the dream of having a house into reality, has been of interest to the city authorities at all levels.
With the efforts and policies being put forth today, it is expected that Ho Chi Minh City will "give wings" to the "dream" of settling down and making a living for people and workers in the near future.
