Ho Chi Minh City announces 9 revenue items and collection levels in the new school year 2024-2025

Accordingly, the fees are prescribed for students in 2 groups: Group 1 is students and trainees in Thu Duc City and districts of Ho Chi Minh City; Group 2 is in districts: Can Gio, Binh Chanh, Hoc Mon, Cu Chi, Nha Be.

First graders in Ho Chi Minh City return to school from August 19

Of which, 9 public school service fees are allowed to be collected, including:

1. Services for organizing and managing boarding hygiene . For group 1 students, preschool level, the maximum level for students is 550,000 VND/student/month; Primary level maximum is 350,000 VND/student/month; Secondary level maximum is 300,000 VND/student/month; High school level maximum is 250,000 VND/student/month.
For students in group 2, preschool level, the maximum amount is 500,000 VND/student/month; for primary school, the maximum is 320,000 VND/student/month; for secondary school, the maximum is 280,000 VND/student/month; for high school, the maximum is 230,000 VND/student/month.

2. Breakfast service . Group 1 students: preschool level maximum 220,000 VND/student/month; primary level maximum 60,000 VND/student/month.
Students in group 2: preschool level maximum 200,000 VND/student/month; primary level maximum 50,000 VND/student/month.

3. After-school care and nurturing services (including care before and after school hours, excluding meals). Group 1 preschool level has a maximum fee of 12,000 VND/student/hour; Group 2 preschool level has a maximum fee of 11,000 VND/student/hour.

4. After-hours care and nurturing services (including caretaking services during holidays, excluding holidays and Tet, excluding meals). Group 1 preschool level has a maximum fee of 128,000 VND/student/day; Group 2 preschool level has a maximum fee of 120,000 VND/student/day.

5. Caregiver services . In which, the nursery block in group 1 and group 2 both have a maximum fee of 260,000 VND/student/month; The kindergarten block in group 1 and group 2 both have a maximum fee of 160,000 VND/student/month.

6. Initial health check-up service for students (including school dental check-up). Group 1 preschool students: maximum 70,000 VND/student/year; primary school: 60,000 VND/student/year; secondary and high school students: maximum 50,000 VND/student/year.
In this service, group 2 students are respectively 5,000 VND/student/year lower.

7. The air-conditioning service for classrooms with air-conditioning includes electricity, air-conditioning maintenance costs, and air-conditioning rental costs (if any). For classes equipped with air-conditioning, students in group 1: the fee is as follows: preschool, maximum 50,000 VND/student/month; primary school: 45,000 VND/student/month; middle school and high school: 35,000 VND/student/month. This fee is also the maximum fee for students in group 2.
For classes that do not have air conditioning and must rent, the service fee for all preschool, primary, secondary and high school levels in groups 1 and 2 is the same, with a maximum of 110,000 VND/student/month.

8. Utility services applying information technology and digital transformation . This maximum collection level is regulated the same for all levels of education and groups 1 and 2. Accordingly, preschool, primary, secondary and high schools all have a maximum collection level: 110,000 VND/student/month.
9. Car pick-up and drop-off service for children and students . For routes under 5km, the fee is the same for all levels of education with a maximum of 10,000 VND/student/km; for routes 5km or more, the maximum is 8,000 VND/student/km.

In addition to the above-mentioned service revenues, the Ho Chi Minh City People's Council stipulates a revenue and expenditure management mechanism with the maximum revenue for each educational institution not being higher than 15% of the same revenue of the institution in the previous school year. Educational institutions must base on the actual situation of facilities and student needs to develop revenue and expenditure estimates for each revenue item and submit them to the competent authority for approval.

Accordingly, the Ho Chi Minh City People's Council regulates the ceiling of service fees to help parents know the fees, to monitor and avoid overcharging.

This is the second year that Ho Chi Minh City has issued regulations on the ceiling of service fees in public schools.
