The Vietnam Military History Museum is a particularly typical cultural work with display components for visitors to interact and better understand the struggle for national independence of the Vietnamese people; thereby contributing to preserving and promoting the quintessence of the nation's military cultural heritage, meeting the needs of research, study, sightseeing, and cultural enjoyment of people of all walks of life at home and abroad; in line with the policy of the Central Military Commission and the Ministry of National Defense: "The Vietnam Military History Museum is a multi-purpose, comprehensive, especially important, typical institution of the capital Hanoi and the country."

This is the second time President Lula da Silva has visited Vietnam as head of state of Brazil, after the first time in 2008.

This visit takes place in the context of the Vietnam-Brazil relationship being upgraded to a Strategic Partnership on the occasion of Prime Minister Pham Minh Chinh's attendance at the G20 Summit in Rio de Janeiro in November 2024. This upgrade demonstrates the strong, substantive, and effective development of the bilateral relationship, marking a significant step forward in the political and foreign relations between the two countries.

President Luiz Inácio Lula da Silva’s visit will highlight the complementarity between the two countries, the important role of the two economies in key areas such as agriculture, science, technology and innovation, and expand new channels of cooperation in trade, economy and investment. In addition, the visit will promote deeper interactions in the field of people-to-people diplomacy. This visit also marks an important step forward in bilateral relations and dialogue between the two countries.
