The Ministry of Culture, Sports and Tourism (MCST) has just issued Decision No. 1177/QD-BVHTTDL on the Master Plan for organizing tourism resource surveys.

The organization of tourism resource investigation aims to form a tourism resource database system to serve the management, planning, development of tourism products, and development of tourist areas and destinations nationwide.

The subjects of the survey are natural tourism resources and cultural tourism resources. The Ministry of Culture, Sports and Tourism will evaluate and classify tourism resources in all 63 provinces and centrally-run cities. The survey will begin in 2024 and is expected to last for 5 years.

Specifically, natural tourism resources include: Natural landscapes, geological factors, geomorphology, climate, hydrology, ecosystems and other natural factors that can be used for tourism purposes.

Cultural tourism resources include: Historical - cultural relics, revolutionary relics, archeology, architecture; traditional cultural values, festivals, folk arts and other cultural values; creative works of human labor that can be used for tourism purposes.

The Ministry of Culture, Sports and Tourism assigned the National Tourism Administration to develop a master plan for organizing the investigation of tourism resources; preside over and coordinate with the provincial People's Committees to implement plans and plans for investigating tourism resources; coordinate with local ministries and branches in implementing tasks related to investigating tourism resources; develop training materials and investigation instructions; software for entering information and synthesizing results and data on tourism resources associated with the construction of a tourism resource database; tools to support investigation and information collection (electronic forms on mobile devices (CAPI), online electronic forms (Webform), and synthesis forms).

The National Tourism Administration also coordinates with localities to develop plans to select a team of investigators and supervisors; organizes training, instructs on investigation techniques, conducts surveys, collects information, and enters information into the system; reviews annual budgets for tasks related to implementing tourism resource investigations within the scope, functions, and tasks of the Ministry of Culture, Sports, and Tourism; coordinates with the Department of Planning and Finance in synthesizing and arranging budget estimates for implementation; synthesizes and organizes the assessment and classification of tourism resources, submits to the Ministry of Culture, Sports, and Tourism the results of the assessment and classification of tourism resources; organizes the publication and storage of annual tourism resource investigations and coordinates with ministries, branches, and localities in the management and development of national tourism resources.

The Ministry of Culture, Sports and Tourism also requested the People's Committees of provinces/cities under the Central Government to develop implementation plans and plans for investigating local tourism resources based on the Ministry's overall plan and plan; coordinate with the National Tourism Administration to organize the investigation of tourism resources; coordinate in organizing training, guiding and implementing the investigation of tourism resources; provide information and data related to tourism resources in the area.

Localities also allocate budgets to coordinate with the Ministry of Culture, Sports and Tourism to organize surveys, evaluate and classify tourism resources; develop survey reports and supplementary survey reports; publish, store and enter data into the annual tourism resource survey results system.

During the implementation of the Plan, when discovering new types of resources or in the process of exploiting and promoting their value, identifying new factors associated with exploited resources, the Vietnam National Administration of Tourism will synthesize proposals from localities and submit them to the leaders of the Ministry of Culture, Sports and Tourism to conduct additional investigations or re-evaluate tourism resources.
