General Secretary Nguyen Phu Trong, Secretary of the Central Military Commission chaired the Conference. Maintaining the core role in building a national defense The report at the Conference showed that in 2023, the Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels proactively grasped, assessed, and accurately forecasted the situation, advised the Party and the State to effectively handle situations, avoiding being passive and surprised; promptly directed research and adjustment of training and education content, combat plans, and security work associated with building political and spiritual factors in the Army. The Army always maintains its core role in building a national defense, a national defense posture associated with a people's security posture, a "people's hearts posture" and a solid defense area; carry out the task of combining national defense with socio-economic development, successfully fulfilling the functions of the combat army, the working army, the production labor army, especially in strategic and key areas... The Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels focus on leading and directing the effective implementation of the "Three Breakthroughs" and the tasks and solutions of the "Five Adjustments to Force Organization"; lead and direct the good assurance of logistics and techniques for the tasks; effectively implement resolutions, programs and projects on the defense industry... The Central Military Commission, the Ministry of National Defense and Party committees and commanders at all levels have many policies and solutions to lead and direct the building of a strong Army Party organization in terms of politics, ideology, ethics, organization and cadres; the Army is strong in politics; well organizes the research, dissemination, study and implementation of the Party's resolutions, directives, conclusions and regulations; Promote the study and follow of Ho Chi Minh's ideology, morality and style in conjunction with the implementation of the Resolution of the Central Military Commission on Promoting the qualities of "Uncle Ho's soldiers", resolutely fight against individualism in the new situation. Cadres and soldiers of the entire army always uphold their responsibility, set good examples, and take the lead in protecting the Party's ideological foundation, fighting against hostile and erroneous views. Party committees and organizations at all levels strictly follow the principles of organization and party activities, leadership capacity and fighting strength are maintained and strengthened; Party development work is associated with the work of management, education, training and screening of party members... Concluding the Conference, General Secretary Nguyen Phu Trong commended and highly appreciated the results of the leadership, direction and organization of the implementation of political tasks in 2023 by the Central Military Commission, the Ministry of National Defense and officers and soldiers of the entire army. The General Secretary stated that 2024 is a pivotal year of important significance to strive to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 11th National Party Congress of the Army. This is also the year of many major events, including the 70th anniversary of the historic Dien Bien Phu Victory, the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day in a context where difficulties and challenges are forecast to outweigh advantages. General Secretary Nguyen Phu Trong requested that the Central Military Commission continue to perform better its strategic advisory function to the Party and State on military and defense; Closely and effectively implement the Resolution of the 13th Central Committee on the Strategy for National Defense in the new situation, in sync with the strategies in the military and defense fields and the Resolutions on the socio-economic development strategy, ensuring defense and security in the 6 economic regions of the country. “Improve the capacity for strategic forecasting, grasp the situation, advise the Party and State on appropriate countermeasures to firmly protect the Fatherland, absolutely do not be subjective, lose vigilance, do not be passive, surprised. Continue to advise on the promulgation of guidelines, policies, and legal documents on military and defense, meeting the requirements and tasks in the new situation; pay attention to organizing leadership and directing the implementation well to quickly put the guidelines and policies on military and defense into practice. This is not only an immediate issue but a long-term, strategic issue,” the General Secretary emphasized. The General Secretary proposed to synchronously and effectively deploy solutions to improve the overall quality and combat strength of the Army; perform well the core role in building all-people national defense, promote the combined strength of the entire political system and the entire people in building a strong all-people national defense. Resolutely carry out the adjustment of the Army force organization in 2024 with the requirement of organizing the force in the direction of being lean, compact, and strong, so that by 2025, the goal of "lean, compact, and strong" will be basically completed, creating a solid foundation, striving to build a revolutionary, disciplined, elite, and modern People's Army by 2030. The implementation process must be strict, solid, not subjective or hasty. The adjustment of the organization must create confidence, momentum, and new strength for the Army to successfully complete all tasks. Regarding the building of a truly clean, strong, exemplary Army Party organization, setting an example in all aspects, General Secretary Nguyen Phu Trong emphasized that the Central Military Commission needs to pay special attention to building a strong cadre team; direct the good performance of cadre work at all stages and steps to prepare for party congresses at all levels; strictly implement the Politburo's Regulations on controlling power and preventing and combating corruption and negativity in cadre work. All levels Party committees and organizations need to continue to thoroughly grasp and seriously implement the Party's organizational and operational principles, especially the principle of democratic centralism; and strictly implement the working regulations of Party committees. Because, implementing well, fully and correctly the principle of democratic centralism is the "universal key" to create the strength of the organization; it is a "sharp weapon" to prevent and combat corruption and negativity. General Secretary Nguyen Phu Trong pointed out that continuing to expand and improve the effectiveness of international integration and defense diplomacy in accordance with the spirit of the Politburo's Conclusion on international integration and defense diplomacy until 2030 and the following years, contributes to creating a strategic balance in relations with partners, maintaining a peaceful and stable environment for national development, preventing early and from afar all risks of war and conflict. The army needs to participate more actively and responsibly in United Nations peacekeeping activities, humanitarian assistance, search and rescue, disaster relief, and overcoming the consequences of war; increase the exchange of experiences and mutual learning between our army and the armies of other countries; well organize the second Vietnam International Defense Exhibition in December 2024. General Secretary Nguyen Phu Trong suggested focusing on caring for the material and spiritual lives of officers and soldiers, especially those on duty in remote, border and island areas. The work of rear policies, activities of "repaying gratitude", searching and collecting martyrs' remains must be carried out well. Advise and propose regimes and policies to serve the adjustment of force organization and special allowance regimes for the armed forces, ensuring that they are commensurate with the special labor activities of the army...
