Building the Association worthy of being a solid bridge between the Party, the State and the people
Speaking at the Congress, General Secretary To Lam emphasized that emulation and reward work is of special importance, contributing to promoting the revolutionary movement, writing heroic pages of history of the Party and our nation.
Right from the early days of the resistance war against the French colonialists, when the country was facing countless difficulties, President Ho Chi Minh issued a call for patriotic emulation.
At the National Congress of Emulation Fighters and Exemplary Cadres in 1952, Uncle Ho emphasized: “Emulation is patriotism, patriotism requires emulation. Those who emulate are the most patriotic.”
General Secretary To Lam gave a directive speech.
The emulation movement has developed strongly in the whole society, all classes of people, and the armed forces with many rich and vivid forms, arousing patriotism, pride, and the desire to contribute of all people.
The General Secretary stated that since its establishment, the Vietnam Veterans Association has quickly affirmed its role and position, attracting many generations of veterans to participate, and developing the Association across the country.
The Association has constantly innovated its content and methods, improved the quality and effectiveness of its operations; fulfilled its role as a representative of the will and interests of veterans; built a glorious tradition of "Loyalty, solidarity, exemplary, innovation," actively contributing to the cause of building and defending the Fatherland, worthy of the trust of the Party, State, Army and the love of the people.
On behalf of the Party and State leaders, the General Secretary warmly commended and congratulated the outstanding achievements of the Vietnam Veterans Association in 35 years of establishment and development; and congratulated the achievements in the patriotic emulation movement of the Association.
Agreeing with the direction and emulation goals of the Congress in the coming years, General Secretary To Lam emphasized that our country is standing at the threshold of a very important historical period with both great opportunities, advantages and challenges.
The world is undergoing epochal changes. From now until 2030 is the most important period to establish a new world order. This is also an important period, opportunity, and strategy, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid foundation to achieve the goal of 100 years of national founding.
To achieve that goal, at the same time, strongly arousing the spirit of patriotism, the desire to contribute, the will to be self-reliant, self-confident, self-reliant, self-reliant, and national pride, promoting the great strength of the great national unity bloc, and combining national strength with the strength of the times is of key significance.
With that spirit, in recent times, the Party Central Committee has proposed many important policies and decisions.
It can be seen that since the 10th Central Conference on September 20, 2024, the entire political system has had strong movements, operating with a new spirit and new speed to create new driving forces and new efficiency for socio-economic development and improving the material and spiritual life of the people.
The National Assembly, Government and Central Committee of the Vietnam Fatherland Front have coordinated very vigorously and smoothly to remove bottlenecks, bottlenecks and barriers that cause difficulties for socio-economic development.
This is the responsibility of our entire Party, people and army, in which the Vietnam Veterans Association and its member organizations play a core role and have a glorious and noble responsibility.
The focus of the Association's activities and emulation work needs to be closely linked to and practically serve the implementation of the strategic goals of the political system in the coming years.
To fulfill that role and responsibility, the General Secretary pointed out that the Vietnam Veterans Association needs to strongly innovate its content and methods, improve the quality and efficiency of its operations, and make more active contributions to the increasingly high demands of socio-economic development, ensuring national defense and security, and enhancing the country's foreign relations position.
All levels of the Association and each cadre and member of the Association need to always maintain the spirit of patriotic emulation, clearly aware of the responsibility of the collective and individuals to contribute to the common cause of the country in the new era.
The great sacrifices of previous generations and veterans must become the driving force that urges us to act and successfully build a Vietnam that is rich in people, strong in country, democratic, fair, and civilized.
As an organization of people who fought, trained and matured in the fire of resistance, and made great contributions to the cause of national liberation, building and defending the Fatherland, the General Secretary suggested that the Vietnam Veterans Association must always be strong, exemplary in politics, ideology and organization, truly a solid support for the Party, State and people.
General Secretary To Lam awarded the First Class Labor Medal to the Vietnam Veterans Association.
Each cadre and member must constantly train their political qualities, have absolute trust in the Party's leadership; set an example in implementing and actively propagating and mobilizing the people and their families to well implement the Party's guidelines and policies, the State's policies and laws; contribute to building the Association worthy of its role and position as "the political core, a reliable support of the Party and authorities at all levels, a solid bridge for the flesh-and-blood relationship between the Party, the State and the people."
The Associations at all levels need to closely coordinate with the Vietnam Fatherland Front at all levels and mass organizations to effectively implement the grassroots democracy regulations, the Party's regulations and rules on setting examples, supervising and providing social criticism, and actively participating in contributing ideas to build an honest, effective and efficient Party and government.
In the process of preparing for the 14th National Party Congress, the Party Central Committee continues to receive comments and contributions from all walks of life to supplement and perfect the documents submitted to the Congress. The General Secretary emphasized that the Vietnam Veterans Association and members of the Vietnam Fatherland Front need to actively participate in this important process.
On the ideological front, veterans need to continue to uphold the spirit of revolutionary vigilance, proactively prevent and combat erroneous viewpoints and sabotage plots of hostile forces; proactively prevent and combat manifestations of "self-evolution" and "self-transformation," contributing to firmly protecting the Party's ideological foundation; coordinate with social organizations to mobilize people to carry out the movement "All people protect national security," contributing to resolving social conflicts right at the local level.
In emulation work, the Association needs to continue to launch and widely implement movements, in which the "Exemplary Veterans" movement truly creates motivation for each cadre and member to continue to promote the tradition of "Uncle Ho's Army", striving to successfully complete all assigned tasks.
The content, methods and organization of the emulation movement need to continue to be innovated, ensuring effectiveness and substance, directing emulation work towards the key tasks of the Association, linking the emulation movement "Exemplary Veterans" of the Association with movements and campaigns of the locality and the whole country, especially the movements "The whole country joins hands to build new countryside" and "The whole people unite to build cultural life in residential areas."
These movements have made and will make important contributions to the successful implementation of the socio-economic, security, defense and foreign affairs tasks set forth by the 13th National Party Congress, and to best prepare for the 14th National Party Congress.
Delegates attending the congress.
The General Secretary requested that it is necessary to do a good job of discovering, nurturing, summarizing and replicating advanced models; innovate propaganda to encourage and promote, creating a widespread emulation movement; pay more attention to rewarding advanced and typical collectives and individuals at the grassroots level, especially in areas with many difficulties, in mountainous areas, border areas, islands, remote areas, and ethnic minority areas.
Associations at all levels need to continue to regularly pay attention to and encourage cadres and members to unite and help each other develop the economy, sustainably reduce poverty, improve the material and spiritual life of members' families, and complete the poverty reduction targets set by the Association.
Each member not only plays the role of family pillar but also must be a positive factor in the community and society.
Believing that the Vietnam Veterans Association will have new steps of development, become increasingly solid, achieve even greater results, and make an important contribution to making the country rise up, becoming "more dignified and more beautiful" in the new era, the General Secretary affirmed that the Party, the State and the Vietnam Fatherland Front will continue to pay attention to leading, directing and supporting the Vietnam Veterans Association to better perform its important functions and tasks in the new situation./.
