During the working session this morning, delegates discussed the Report on assessing the implementation of the socio-economic development plan, ensuring national defense and security in the first 6 months of the year, key tasks and solutions in the last 6 months of 2024; assessing the implementation of the public investment plan in the first 6 months of 2024, solutions to promote disbursement of capital plans in the remaining months of 2024 and developing a public investment plan for 2025.

In the first 6 months of 2024, the province's GRDP growth rate continued to maintain a fairly high growth rate, ranking first among 8 provinces in the extended Northwest region, ranking 3rd out of 14 provinces in the Northern midlands and mountainous region, and ranking 10th out of 63 provinces and cities. The number of tourists to Dien Bien increased 2.18 times over the same period in 2023. The province's PCI index in 2023 increased 31 places compared to 2022...
However, the implementation and payment of public investment capital in the first 5 months of 2024 only reached 18.27%, lower than the average disbursement rate of the whole country in the first 5 months (estimated at 22.34%). The progress of implementing the 3 National Target Programs is still slow; in particular, the site clearance work for some key projects has not been completely resolved, affecting the construction progress. The capital disbursement rate has been extended from 2023 to 2024, reaching only 19.09% by May 31, 2024...
Discussing solutions to remove difficulties and obstacles in disbursing public investment capital, some delegates suggested that localities and investors should accelerate and thoroughly resolve site clearance work, and take enforcement steps according to the law if necessary, especially for key projects related to the province's socio-economic development. Speed up the completion of approval documents for new investment projects. Propose to consider establishing a working group to assist the Provincial People's Committee in site clearance work.

Speaking at the meeting, Provincial Party Secretary Tran Quoc Cuong requested the Provincial People's Committee to direct departments, branches and localities to focus on promoting the disbursement of public investment capital in the last 6 months of the year. Focus on key projects, speed up site clearance progress; develop strict regulations to remove bottlenecks and subjective factors in socio-economic development in the province.
To promote tourism and service development, the Provincial People's Committee needs to have solutions to improve the quality of tourism services; turn agricultural products and handicrafts of ethnic minority people into sophisticated, high-quality goods to serve tourists. Determined to develop tourism services in the province by upgrading motels, accommodation services, high-class resorts; sports and resort areas; strengthening transport infrastructure to stimulate tourism; combining historical tourism with resort tourism.

Concluding the discussion this morning, Chairman of the Provincial People's Committee Le Thanh Do requested the drafting unit to absorb the opinions of the delegates, evaluate, review, and accurately supplement data on budget revenue and expenditure, capital mobilization rate, data on agriculture... It is necessary to clearly point out the existing limitations and causes; especially the low disbursement of public investment capital? Assess more clearly the difficulties in implementing the 3 national target programs.
To complete the tasks of the last 6 months of the year, the Chairman of the Provincial People's Committee requested departments, branches and units to set higher goals and determination. In particular, focusing on the following tasks: Urban planning, new rural planning; implementing the provincial planning plan according to the direction of the Prime Minister. Restructuring the agricultural and forestry sector, focusing on implementing macadamia and cinnamon projects, and biomass planting projects; speeding up the progress of land allocation and forest allocation. Promoting the industrial and construction sectors. Especially speeding up the progress of disbursement of public investment capital. Improving the quality of trade, tourism and transportation services, focusing on opening new flight routes.
