Seminar on Implementation of Resolution of the 13th National Party Congress on environmental protection and enhancing capacity to respond to climate change in Ninh Binh province

Comrades: Nguyen Cao Son, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Prof. Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics; Assoc. Prof. Dr. Le Van Chien, Director of the Institute of Leadership and Public Policy chaired the discussion. Also attending were leaders of departments, branches, sectors, relevant agencies and units, districts, cities, and a number of enterprises.

Implementing the Resolution of the 13th National Party Congress and the Resolution of the 22nd Ninh Binh Provincial Party Congress, in recent times, the Provincial Party Committee, People's Council and People's Committee have paid attention to leading, directing and issuing many documents to specify policies and laws on environmental protection and improving the capacity to respond to climate change in the province.

Ninh Binh province identifies "strengthening effectiveness, creating clear changes in management, use of land, resources, environmental protection; proactively preventing and combating natural disasters, responding to climate change" as one of the key contents of economic development in the period of 2020-2025, focusing on the tasks: Proactively adapting to climate change; managing, exploiting and using resources rationally, economically, effectively and sustainably; taking environmental protection and people's health as the top goal towards building a green, environmentally friendly economy. Strengthening the application of information technology, standardizing the information system on resources and environment, especially in the field of land. Raising awareness and sense of responsibility of all levels, sectors and the whole society on resource management and environmental protection.

Vice Chairman of the Provincial People's Committee Nguyen Cao Son delivered the opening speech at the seminar.

Speaking at the opening of the seminar, Vice Chairman of the Provincial People's Committee Nguyen Cao Son affirmed: The seminar is very important, bringing many lessons in environmental protection and climate change adaptation, especially when the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, has just been approved by the Prime Minister with the viewpoint and goal of: "Building Ninh Binh province into a centrally-run city with the characteristics of a millennium heritage urban area, a creative city, a growth pole of the southern provinces of the Red River Delta, a model of harmonious combination between restoration, heritage conservation and green growth, focusing on development quality, maintaining a solid locality in terms of national defense and security".

In particular, the seminar was attended by comrades from the Ho Chi Minh National Academy of Politics delegation, with practical leadership experience, contributing to the province's comments on environmental protection, climate change adaptation and sustainable development. This will be an opportunity for Ninh Binh to promote its achievements, while overcoming and adjusting existing and limited issues; contributing to the comprehensive and sustainable development of Ninh Binh, in line with the guiding viewpoints of the Party, the National Assembly and the Government.

Speaking at the seminar, Prof. Dr. Le Van Loi, Deputy Director of the Ho Chi Minh National Academy of Politics, stated: Nowadays, the environment and climate change are global issues, a common concern of all countries in the world. Environmental protection and climate change response towards sustainable development have become the goals of all countries in the world and are always placed at the center of the country's agendas; strategies and development plans with the highest goal of protecting people's health, ensuring the quality of the living environment, protecting biodiversity and ecosystems.

Prof. Dr. Le Van Loi, Deputy Director of Ho Chi Minh National Academy of Politics, delivered a keynote speech at the seminar.

With the important role and position of Ninh Binh province in the Red River Delta region in particular and Vietnam in general, in recent years, environmental protection work in the province has been paid attention to by all levels and sectors, creating positive changes, promoting efficiency in state management of natural resources and environment; changing the awareness of Party committees and people about the responsibility of environmental protection, responding to climate change and using resources effectively and sustainably. However, besides the achieved results, environmental protection work also has some shortcomings, limitations and many challenges.

To achieve the goals in all three pillars of economy, society and environment, towards the successful implementation of rapid and sustainable economic development, with a "green" development model according to the latest planning approved by the Prime Minister, at the workshop, Prof. Dr. Le Van Loi suggested that leaders, managers, scientists, and delegates focus on discussing, analyzing, and evaluating the results of the organization and implementation of the Resolution of the 13th National Party Congress on environmental protection, assessing the role and participation of stakeholders, analyzing factors affecting the participation of local authorities and people, businesses in the process of building and implementing environmental protection policies... On that basis, propose a system of recommendations and solutions to enhance the responsibility of the entire political system, especially the role of local authorities and people, businesses in planning and implementing environmental protection policies and responding to climate change in the coming time.

At the seminar, delegates discussed and contributed ideas focusing on the main contents such as: Green tourism associated with environmental protection; orientation for developing circular economy, low-carbon economy in the agricultural sector; attracting investment in renewable energy and clean energy projects; application of science and technology in environmental protection activities and climate change response; orientation for developing ecological industrial park models - policies on encouraging investment in applying circular economic models, advantages and difficulties in implementation in Ninh Binh province; the role of organizations and enterprises in environmental protection activities and climate change response; solutions for environmental protection and improving capacity to respond to climate change when implementing the goal of building Ninh Binh city as a "Cultural, ecological, environmentally friendly" urban area...

After an urgent, serious and responsible working session, the seminar received many important contributions from scientists and delegates on the current status of environmental protection work, proposing solutions to help Ninh Binh province implement the Resolution of the 13th National Party Congress on environmental protection and improving the capacity to respond to climate change in the province. The opinions and proposals at the seminar will be lessons learned and important scientific arguments for all levels and sectors in the province to have long-term orientations, gradually successfully implementing the goals set out in the Ninh Binh Provincial Planning, which is "Building Ninh Binh province into a centrally-run city with the characteristics of a millennium heritage urban area, a creative city, a growth pole of the southern provinces of the Red River Delta, a model of harmonious combination between restoration, heritage conservation and green growth, focusing on quality development, maintaining a solid locality in terms of national defense and security".
