On the morning of October 31, the National Assembly discussed in groups the draft Resolution on the organization of urban government in Hai Phong City and the establishment of Hue City under the Central Government. General Secretary To Lam spoke in groups about these contents.

Commenting on the establishment of Hue City under the Central Government, General Secretary To Lam said that this has been a long-standing policy, but to implement it, the most important thing is to meet all the criteria to become a Central City such as population, development scale... and cannot be done based on emotions.

Next, there must be development prospects. The General Secretary said that it is necessary to calculate so that Hue City becomes a growth pole of the region, not to fall behind and become a burden when it becomes a centrally-governed city.

The General Secretary gave an example, such as building a good model rural area. We cannot let the city become urban and then still strive to build a new rural area.

Emphasizing the need to avoid the mentality of wanting to become a centrally-governed city to enjoy special mechanisms, the General Secretary noted: "Of course, to become a growth pole, one must be at the forefront of innovation, socio-economic development, budget revenue and expenditure, and there must be special mechanisms to implement it. But if there is no potential and one only tries to become a centrally-governed city to enjoy incentives, it will not work."

At the same time, the General Secretary requested that when becoming a centrally-governed city, in addition to economic development, it is necessary to have harmony and sustainability, not "rapid development".

The General Secretary said that Hue now meets all the criteria and is worthy of becoming a centrally-governed city and needs to share the difficulties that the locality is facing.

Impatient because the machine is still cumbersome

Commenting on the draft Resolution on the organization of urban government in Hai Phong City, the General Secretary emphasized the requirement to build a streamlined, effective, efficient, and informal urban government mechanism.

According to the General Secretary, since the 12th Congress, the Central Resolution has assessed that the State apparatus is cumbersome and ineffective, and needs to be streamlined. Up to now, we have only streamlined from communes, districts and some ministries and branches such as departments, bureaus, and general departments, but have not been able to do so at the provincial and central levels.

"Every year, every term, we talk about the organization, but the most important thing to consider is whether the organization is cumbersome or not," he said.

He believes that it is necessary to be frank and bold in facing the reality of the current apparatus when there are still many ministries and branches whose management is unclear, and sometimes when there is a problem, we do not know who is in charge of solving it.

"A cumbersome apparatus will hinder development. Many ministries and branches do not have clear functions and tasks, do not decentralize to localities, allowing for the situation of asking and giving...

The local authorities should have done it, the local authorities should have been responsible, but they kept it. If just one expert had a different opinion, the entire system would have to stop, meet to evaluate and explain. Month after month of discussion, there was no solution," said the General Secretary.

The General Secretary emphasized that without streamlining the apparatus, development is impossible.

He cited the example that currently 70% of budget expenditure is used to pay salaries, regular expenses, and serve the operating apparatus.

If we continue to operate the apparatus like this, there will be no more money to invest in development, to carry out large projects, to spend on national defense and security, poverty reduction, social security, etc.

Compared to big countries, which only regularly spend about 40% on salaries and operating the apparatus, the General Secretary expressed: "Extremely impatient!".

Therefore, the General Secretary requested to continue reducing staff, reducing regular expenditures, and building a streamlined apparatus to reserve resources for development.

Another important factor the General Secretary mentioned was labor productivity. Pointing out that this is one of the targets at risk of not being achieved in this term, the General Secretary emphasized: "The economy may be developing now, but actual labor productivity is low, even decreasing compared to the previous period."

According to statistics, Vietnam's labor productivity growth rate is gradually decreasing, much lower than other countries in the region. In the period of 2021-2025, it is estimated at about 4.8%, down from the average of the previous period of 2016-2018 of 6.1%. Thus, the labor productivity growth rate is decreasing.

This term, the target is 6.5%, so there is only 1 year left to strive but now it has only achieved less than 5%.

He believes that to increase labor productivity, there must be high labor skills, application of science and technology, and good management methods.

If we want to develop sustainably, we must rely on the reality of our production, self-reliance, self-reliance. Therefore, there is no other way but to increase productivity, mobilize everyone to participate in production and business. There must be more workers than beneficiaries.

"In the new era, we must accelerate towards the goal of becoming a high-income developed country by 2045. Thus, the size of the economy must be tripled, per capita income must be tripled at present, and without increasing productivity, we will not achieve this goal," said the General Secretary.
