Da Nang faces new opportunities

Speaking at the ceremony, General Secretary To Lam, on behalf of the Party and State leaders, commended and congratulated the impressive achievements that the Party Committee, government and people of Da Nang City have achieved over the past period.

The General Secretary affirmed that these results demonstrated the dynamism, sharp thinking, and creative application of theory to specific local conditions; the spirit of self-reliance, self-strengthening, daring to think, daring to do, knowing how to do and daring to take responsibility of Party committees, Party organizations and authorities at all levels; and were a great lesson in promoting the strength of solidarity, consensus and unity between the Party's will and the people's hearts.

The General Secretary stated that the strategic goals of national development have been posing many new requirements for the cause of innovation and socio-economic development, requiring the Party, State and people in general, and Da Nang in particular, to strive more strongly and resolutely, strongly arousing national spirit and the aspiration to develop a prosperous and happy country.

Da Nang City is facing new opportunities. The Central Government has a lot of attention and expectations with many outstanding policies, mechanisms and incentives, especially the policy of arranging administrative units, expanding space, creating conditions for the city to develop quickly and sustainably on the basis of science and technology, innovation and digital transformation.

The Party Committee, government and people of the city must fully and deeply understand the role, strategic position, importance and responsibility of Da Nang in the Central Coast region and the whole country to strongly arouse the desire for development, the spirit of self-reliance, dynamism, creativity, daring to think and dare to do of cadres and party members, effectively exploit special mechanisms and policies, create new momentum to develop Da Nang to its full potential.

The General Secretary emphasized that Da Nang must become an international trade center, an attractive destination for investors and tourists, a gathering place for talents and creative ideas, where tourism, ecological and cultural resources blend together to create attractiveness and unique identity, so that together with the capital Hanoi, Ho Chi Minh City, Hai Phong City, and Hue City, it can be both a driving force for economic development of the whole country and a symbol and pride in Vietnam's efforts to overcome difficulties and obstacles and rise successfully, a new model of socialism with Da Nang's own unique characteristics.

To do so, Da Nang City must respect, preserve, inherit and promote its cultural and historical values, achievements and results; absolutely must not be subjective, satisfied and also must not be confused or worried about the difficulties and challenges that are arising.

Da Nang must be proactive in order to break through.

Emphasizing the tasks in the coming time, the General Secretary suggested that the city must focus on building a streamlined Party Committee and political system that operates effectively, efficiently and friendly; consolidating solidarity and unity within the Party Committee, the entire political system, and consensus among the people.

In particular, Da Nang identified the restructuring of the city's political system to be streamlined, effective, and efficient, and the restructuring of administrative units so that government agencies are closer to the people and serve them better, as important revolutions that need to be implemented resolutely and urgently.

Along with that, we must proactively prepare the mindset and conditions to ensure timely and effective implementation of the arrangement of administrative units at all levels as soon as there is an official policy from the Central Government, not to be passive, interrupted, or affect the implementation of political tasks, especially in leadership, direction, and management of socio-economic development, and handling administrative procedures for people and businesses. Prepare well for the Party Congresses at all levels for the 2025-2030 term, which is truly a broad political activity in the entire Party and people.

General Secretary To Lam requested that the city needs to systematically and effectively implement the Central's resolutions, policies and orientations on building and developing Da Nang in association with innovation in thinking, strategic vision and determination to realize development aspirations.

At the same time, it is necessary to fully and accurately identify potentials and advantages to proactively research and propose to the Central Government to perfect institutions, issue mechanisms and policies, and create new development space and motivation. The locality effectively implements the Da Nang City Planning for the period 2021 - 2030, with a vision to 2050; organizes and arranges suitable socio-economic activities for rapid and sustainable development of industries and fields...

In particular, the General Secretary suggested that the city promote its cultural identity, revolutionary tradition, and the qualities of Quang people: self-reliance, self-confidence, creativity, and flexibility. The city needs to encourage the spirit of dedication to the homeland and country, daring to think, daring to do, daring to innovate, acting decisively and taking responsibility for the common good among local leaders, cadres, civil servants, and public employees; using local development achievements and the trust of people and businesses as measures to evaluate cadres and work efficiency.

Along with that, focus on developing high-quality human resources, especially attracting experts in the fields of technology, finance, and training highly skilled workers to meet the needs of the market and investors; consider this the most powerful weapon to change and develop Da Nang in the digital age and innovation.

The General Secretary noted that the Party Committee and the city government must pay special attention to developing Da Nang's culture and people; in development investment, it is necessary to ensure sustainability in terms of nature, build an environmental city; continue to well implement social security policies, care for people's lives in conjunction with programs that are deeply humane and unique to the city; maintain political security, social order and safety; build a solid national defense posture, a people's security posture, and a strong people's heart posture.

The General Secretary believes and has great expectations for the Party Committee, government and people of Da Nang City to continue to unite, be of one mind and join forces, with a desire to contribute, high political determination, flexibly seize opportunities, be proactive, creative, turn difficulties into motivation, turn challenges into opportunities to comprehensively promote the cause of innovation and successfully complete the tasks set forth by the Resolution of the 13th National Party Congress and the 22nd City Party Congress, building Da Nang today as well as tomorrow to become increasingly prosperous, peaceful, civilized and modern, together with the whole country entering a new era.
