Power Plan VIII was approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023. However, to ensure electricity supply in the coming years with the target of double-digit economic growth, it is necessary to review and evaluate the ability to develop power sources and adjust the power source structure to promptly meet load demand.
According to the report of the Ministry of Industry and Trade on the results of adjusting the Power Plan VIII, the total power capacity serving domestic demand by 2030 (excluding exports, cogeneration sources and risky thermal power) is 183,291 - 236,363 MW, an increase of about 27,747 - 80,819 MW compared to the approved Power Plan VIII.
The Ministry of Industry and Trade also proposed four specific electricity demand scenarios: low scenario, base scenario, high scenario and special high scenario. The forecast results of the special high scenario indicate that the growth rate of commercial electricity from 2026 - 2030 is 12.8%/year; 2031 - 2040 is 8.6%/year and 2040 - 2050 is 2.8%/year.

At the conference, representatives of some units under the Ministry of Industry and Trade, leaders of some central ministries and branches and leaders of some provinces and cities basically agreed with the content of the adjustment of the VIII Power Plan. At the same time, they contributed opinions related to some issues such as: The suitability of the content of the adjustment project of the VIII Power Plan when adjusting; the ability to meet the electricity demand for the country's socio-economic development and the people's living needs in each period with the socio-economic development target up to 2030 reaching 02 digits; the feasibility of the electricity development plan and project...
Speaking at the conference, Deputy Prime Minister Bui Thanh Son requested the Ministry of Industry and Trade to carefully calculate adjustment options, ensuring that the adjustment of the VIII Power Plan has a long-term strategy. At the same time, ensure the interests of the country and ensure grid connection with neighboring countries; research and prioritize the development of power sources that can be invested quickly for early exploitation; flexibly calculate additional power sources to ensure electricity demand in the coming years; promptly establish a working group to implement the VIII Power Plan to support and coordinate with localities to effectively implement the plan to adjust the VIII Power Plan.
The Deputy Prime Minister also requested that localities continue to closely coordinate with the Ministry of Industry and Trade in developing plans to adjust the VIII Power Plan; proactively develop local power source plans to ensure consistency and harmony with the VIII Power Plan; the implementation of local power projects must comply with the State's legal regulations; corporations, especially the Vietnam Electricity Group, need to proactively develop lists of power projects for early implementation when the VIII Power Plan is approved.
