At the invitation of President To Lam, President of Timor-Leste Jose Ramos-Horta led a high-ranking delegation of Timor-Leste to pay a State visit to Vietnam from July 31 to August 3, 2024. On the morning of August 1, after the welcoming ceremony, at the Presidential Palace, President To Lam held talks with President of Timor-Leste Jose Ramos-Horta.
The President warmly welcomed the President of Timor-Leste and emphasized that the third visit to Vietnam by President Jose Ramos-Horta will contribute to creating new momentum for cooperation between the two countries; thanked the leaders and people of Timor-Leste for their good sentiments towards Vietnam. The President congratulated Timor-Leste on its achievements in socio-economic development; wished Timor-Leste to soon implement the "National Strategic Development Plan for the 2011-2030 period" to bring the country deeper into international integration, making positive contributions to peace, prosperity and development in the region.
President Jose Ramos-Horta thanked the State and people of Vietnam for their warm and thoughtful welcome; expressed his admiration for the revolutionary cause, national construction and development of the Vietnamese leaders and people; considered Vietnam a model for development; affirmed that Timor-Leste valued and wished to further promote the good friendship with Vietnam. On this occasion, the President of Timor-Leste once again expressed his deep condolences on the passing of General Secretary Nguyen Phu Trong.
The two leaders expressed satisfaction with the remarkable progress in bilateral relations. High-level exchanges and contacts have been maintained in a substantive manner. Economic and trade cooperation has achieved encouraging results; import-export turnover between the two countries promises to increase beyond the figure of 15.9 million USD in 2023; effective investment and business activities of Viettel Telecommunications Group (Telemor) have actively contributed to the economic and social development of Timor-Leste.
Discussing major cooperation directions in the coming time, the two sides agreed to increase exchanges and contacts at high and all levels; effectively implement the Framework Agreement on Economic and Technical Cooperation, promote the early organization of the first meeting of the Vietnam - Timor-Leste Joint Committee at the Foreign Minister level; research and move towards establishing new bilateral mechanisms, suitable to the cooperation needs between the two countries.
The President affirmed that Vietnam is ready to continue supplying rice, contributing to helping Timor-Leste ensure food security; proposed that the two sides extend or sign a new Memorandum of Understanding on Rice Trade; encouraged Timor-Leste to increase imports of high-quality Vietnamese products such as textiles, footwear, beverages, dairy products, processed foods, agricultural and aquatic products, etc.; proposed that Timor-Leste soon ratify the Bilateral Trade Agreement (signed in 2013); and create favorable conditions for Vietnamese enterprises to expand their business and investment in the area.
Thanking President To Lam for sharing valuable experience in Vietnam's development and international integration, President Jose Ramos-Horta agreed to closely coordinate to create new changes in economic, trade and investment cooperation between the two countries; expand cooperation in areas with great potential such as agriculture, fisheries exploitation; exploitation and processing of forest resources, mineral resources, metal ores and non-ferrous metals...; support Vietnam's proposal on cooperation, grasp and take advantage of new trends for development. President Benigno thanked and hoped that Vietnam would continue to share experiences and support Timor-Leste in developing human resources, ensuring food security, and reducing poverty.
The two sides also agreed to effectively exploit cooperation potential in other important fields, especially agriculture, fisheries, telecommunications, education, oil and gas, infrastructure construction, education, tourism and people-to-people exchange...
Discussing regional and international issues of mutual concern, the two sides agreed to continue to strengthen cooperation and support each other at international and regional organizations.
President To Lam highly appreciated Timor-Leste’s determination and efforts in implementing the “Timor-Leste Roadmap to Full ASEAN Membership”, affirming that Vietnam supports Timor-Leste to soon become a full member of ASEAN. The President of Timor-Leste affirmed that Timor-Leste fully supports Vietnam’s candidacy at multilateral mechanisms, including the United Nations Security Council, the United Nations Human Rights Council and other international organizations.
Regarding the East Sea issue, the two sides pledged to continue supporting the rule of law in maintaining peace, stability, ensuring security, safety and freedom of navigation and aviation in the East Sea, resolving disputes by peaceful means on the basis of international law, the 1982 United Nations Convention on the Law of the Sea (UNCLOS); seriously and fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC), negotiating the Code of Conduct of Parties in the East Sea (COC), contributing to maintaining peace, stability and development in the region.
The talks took place in an atmosphere of friendship, sincerity, trust and mutual understanding. After the talks, the two leaders witnessed the signing ceremony of the bilateral visa exemption agreement for diplomatic and official passport holders.
On this occasion, the President of Timor-Leste respectfully invited President To Lam to visit Timor-Leste. The President happily accepted the invitation and will arrange it at a suitable time.
