Accordingly, the investigation determined that in 2017 and 2018, Le Thi Lang (born in 1976), residing in Quarter 10, Ward 5, Dong Ha City, at that time the Director of An Sinh Quang Tri LLC, had appropriated billions of dong from many individuals.

Specifically, Lang provided information that An Sinh Quang Tri Company Limited was funded by a Vietnam ODA project funded by a foreign organization to carry out social security activities for the poor in remote areas to develop local specialties with agricultural products such as water purifiers, essential oils, shampoos, etc.

Lang claimed to be the Deputy Director of the Vietnam ODA Project Management Board, and at the same time, required individuals who wanted to work at the company to pay a deposit and committed to returning 100% of the deposit when the employee quit. After appropriating the property, in September 2018, Le Thi Lang fled.
