TikTok “has many violations” in Vietnam

At a press conference on the afternoon of June 5, Deputy Minister of Information and Communications Nguyen Thanh Lam said that TikTok “has many violations”. The preliminary findings of the inspection team “help confirm that the initial assessments of the platform’s violations, and the violations of the law taking place on TikTok, are well-founded”.

Mr. Lam said the inspection is still underway and is expected to end in June, so the specific results cannot be announced yet.

The inspection plan for TikTok Vietnam took place from mid-May with the participation of the Ministry of Information and Communications, Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, Ministry of Public Security, and General Department of Taxation.

There are eight main issues of TikTok being considered related to compliance with regulations on providing social networking services to domestic users, information censorship process, user authentication, prevention and removal of illegal information, and complaint handling.

TikTok will also be inspected for its algorithm for distributing and recommending content to users; the collection, management, storage, and use of data to ensure information security and network security; and the management of "idols", or famous people, working in the performing arts field on the platform.

At the press conference, the Deputy Minister of Information and Communications affirmed that "if violations are discovered during the inspection, the platform and the individuals involved will be punished." The Ministry also called for providing information and disseminating the law to the content creation community in Vietnam.

Launched in the domestic market in April 2019, TikTok has 50 million users in Vietnam, with its featured content being short videos. Recently, the platform added TikTok Shop and quickly became one of the most used e-commerce services.

At a meeting in early April, the Ministry of Information and Communications identified six violations by TikTok in Vietnam. The platform has not taken measures to control content that violates politics, opposes the Party and the State; fake news; nonsense, toxic content, endangers children, content that violates copyright, and allows users to arbitrarily use other people's images to defame. The activities of "idols" are not well managed, leading to many people tending to create uncultured content, targeting the curiosity of viewers, even creating "trends" to make a profit.

In addition, the platform uses automatic distribution algorithms to create trends, leading to the dissemination of content that attracts views, regardless of its offensiveness, negatively affecting the community and young people. TikTok also does not have effective measures to prevent commercial activities, business, trading, and advertising of counterfeit and fake goods.
