The selection and introduction of personnel for the new Party Committee must thoroughly grasp Resolution No. 26-NQ/TW, dated May 19, 2018 of the 12th Party Central Committee; the cadre standards stated in Regulation No. 89-QD/TW, dated August 4, 2017, Regulation No. 214-QD/TW, dated January 2, 2020 of the 12th Politburo, Regulation No. 271-QD/TU, dated October 21, 2021, Decision No. 484-QD/TU, dated May 26, 2022 of the Provincial Party Committee Standing Committee and regulations of competent authorities deciding on cadre work.
The standards for Party committee members at all levels include general standards and specific standards at each level.
Regarding general standards, Party committee members at all levels basically comply with Regulation No. 89-QD/TW, dated August 4, 2017 of the 12th Politburo; in which, the following standards are emphasized:
(1) Have a strong political stance, be absolutely loyal to the interests of the Party, the State and the people; adhere to Marxism-Leninism, Ho Chi Minh thought, the Party's renewal policy, the goal of national independence and socialism. Resolutely fight to protect the Party's ideological foundation, the Constitution and laws of the State.
(2) Have moral qualities, exemplary and pure lifestyle; strictly implement Party regulations, principles of democratic centralism, self-criticism and criticism; have a sense of organization and discipline and a high sense of responsibility in work, maintain internal solidarity; be diligent, frugal, honest, impartial; declare assets and income honestly and transparently; not be opportunistic, ambitious for power, local, factional, corrupt, negative, "group interests",... Do not let spouse, children, relatives take advantage of position and authority for personal gain.
(3) Have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws; have innovative thinking, vision, scientific and effective working methods; practice what you preach, be proactive, creative, dare to think, dare to speak, dare to do, dare to take responsibility; have achievements, work results and specific "products" in the assigned area and field of work.
(4) Have professional qualifications, political theory, and state management that meet the requirements and assigned tasks and according to the regulations of the Party and State; necessary and appropriate IT and foreign language qualifications.
(5) Cadres recommended for election to the Party Committee, leadership positions of the Party Committee, government, Fatherland Front, socio-political organizations (higher positions), in general, must have held the current position or equivalent position for at least 2 years (24 months); in special cases, the tenure must be at least 1 year (12 months), as considered and decided by the Party Committee with the authority to appoint cadres.
(6) Be healthy enough to perform the duties; ensure the age for appointment and nomination according to Party regulations.
