Continue to remove obstacles in land clearance for Van Ninh - Cam Lo expressway

Today, July 17, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Tri province Vo Van Hung; Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong; Head of the Provincial Party Committee's Mass Mobilization Commission Le Thi Lan Huong; Vice Chairman of the Provincial People's Committee Le Duc Tien inspected and directed the removal of obstacles in each specific case to urge the completion of site clearance work for the Van Ninh - Cam Lo expressway project through Gio Linh and Vinh Linh districts.

The Van Ninh - Cam Lo Expressway project passing through Quang Tri province has a total length of 32.53 km. Of which, the section passing through Gio Linh district is 11.7 km, Vinh Linh district is 14.25 km and Cam Lo district is 6.58 km. By July 12, Quang Tri province had handed over 31.807/32.53 km of cleared land to the Ho Chi Minh Road Project Management Board (Cam Lo district is 6.58/6.58 km, reaching 100%; Gio Linh district is 11.459/11.7 km, reaching 97.9%; Vinh Linh district is 13.768/14.25 km, reaching 96.6%).

The above results have not met the progress according to the direction of the Prime Minister, the Provincial Party Committee, and the Provincial People's Committee (Gio Linh district still has 0.241 km, Vinh Linh district still has 0.482 km). The main reason is that the locality has not been really determined in organizing the implementation of the contents under its authority; the application of compensation, support, and resettlement policies according to the guidance of departments and branches is still confusing and slow...

After more than 1 session of mobilization, continuing to explain and apply all the most beneficial policies for the people, the remaining households in Linh Truong commune, Gio Linh district basically agreed to hand over the land, supporting the policy of building the Van Ninh - Cam Lo expressway.

Speaking at the direction, Chairman of the Provincial People's Committee Vo Van Hung emphasized that currently, the site clearance work has been behind schedule compared to the Prime Minister's request by nearly half a month. Therefore, the Provincial People's Committee requested localities to urgently take action with the highest determination, and soon complete plans to completely handle the existing problems and difficulties.

Accordingly, for cases where calculations have been made correctly and sufficiently, drastic measures will be taken to protect construction in accordance with regulations. For cases where the Provincial People's Committee has directed and departments and branches have guided the application of policies in accordance with regulations, localities must quickly develop and approve plans to have a basis for organizing the implementation of subsequent measures.

Regarding the proposal of Vinh Linh District People's Committee on supporting land filling in the traffic safety corridor at the land plot of Quang Tri Forestry Products Joint Stock Company and related households, Chairman of the Provincial People's Committee Vo Van Hung requested Vinh Linh District People's Committee to promptly implement based on legal regulations and opinions of relevant agencies and legality.

There needs to be a specific plan and measures to relocate the factory of Quang Tri Forestry Products Joint Stock Company, ensuring the handover of the site to the construction unit before July 20, 2024. At the same time, continue to record and resolve other related recommendations.

Chairman of the Provincial People's Committee Vo Van Hung also requested the Ho Chi Minh Road Project Management Board to coordinate with localities to resolve related issues and increase human resources, machinery and equipment to have a timely construction plan after the clean site is handed over.

Requesting units and localities to seriously coordinate and organize implementation based on the scope, functions and assigned tasks. In particular, the People's Committees of Vinh Linh and Gio Linh districts are responsible to the Provincial Party Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee for the results of handing over the remaining land on the main route before July 20, 2024.
