In the heroic atmosphere of the historic April days, towards the 49th anniversary of the complete liberation of the South, the reunification of the country with the great victory of the Ho Chi Minh Campaign; the 70th anniversary of the Dien Bien Phu Victory, Today, I am very happy and proud to attend the 50th Anniversary of the Mobile Police Force's Tradition Day and receive the title of Hero of the People's Armed Forces.
In particular, we are motivated and inspired when we witness the majestic, well-organized, professional performance, the maturity, growth and progress towards modernity and formality of the Mobile Police force, which is very comprehensive in terms of human resources, means, and methods of operation in training and combat. We are even more proud, confident and hopeful of the Mobile Police force and the heroic Vietnam People's Public Security force.
On behalf of the Party and State leaders and with my personal feelings, I would like to send my respectful greetings, warm regards and best wishes to the delegates; generals, heroes of the People's Armed Forces; generations of leaders, commanders, officers and soldiers of the Mobile Police Force in particular and the People's Public Security Force in general.

The Mobile Police Force is an important component of the heroic Vietnam People's Public Security; an important revolutionary armed force entrusted by the Party and State with the task of implementing armed measures to protect national security and maintain social order and safety.
When it was first established, in conditions of many difficulties and hardships, the Mobile Police force was determined, resilient, and brave in fighting, ensuring the safety of the revolutionary bases of the Party and the State, contributing to the overall achievements of the People's Public Security force in the cause of national liberation and national reunification. When peace was restored, the Mobile Police force participated in overcoming the consequences of war, coordinating the suppression of bandits and Fulro in strategic areas; at the same time, participating in the war to protect the Fatherland in the Northern and Southwestern borders. The historical stages of fighting and growing up of the Mobile Police force are closely associated with the heroic and glorious history of the heroic Vietnam People's Public Security force and the unceasing development of the country, for the peaceful life of the People.
During the period of innovation, especially in recent terms, the Mobile Police force has increasingly matured and become stronger in all aspects; it is a shock force, taking the lead, venturing into the most dangerous and difficult places, directly fighting against all kinds of dangerous crimes; promptly preventing and suppressing crimes. riots and disturbances; protecting national security, ensuring social order and safety. Currently, Vietnam is considered a country that maintains political stability, social order and safety, proactively and actively integrates deeply, practically and effectively into the international community. These successes have important contributions from the heroic Vietnam People's Public Security force, including the Mobile Police force in particular.
After 50 years of building, fighting and growing up, being tempered in difficulties and hardships, forming an iron will; promoting the heroic tradition of the nation; converging intelligence, experience and advances of the times, the Mobile Police force has continuously grown in all aspects; in any circumstances, it remains loyal to the Party and devoted to the People.
The achievements and feats of the People's Public Security force, including the Mobile Police, over the past 50 years have come from the education, training, special attention, diligent care, cultivation and absolute, direct leadership in all aspects of the Party, which is regularly and directly led by the Politburo and the Secretariat; the centralized, unified management of the State; the leadership, command and operation of the Central Public Security Party Committee and the leadership of the Ministry of Public Security through the periods.
The achievements and feats of the comrades also come from the solidarity, unity, close, effective and synchronous coordination of agencies, organizations and localities in the political system; the trust, support and protection of the people; the attention, help and cooperation of international friends; and especially the close and effective coordination between the People's Public Security and the heroic Vietnam People's Army.

With the spirit of "Forgetting oneself for the country, serving the people", in the cause of protecting national security, ensuring social order and safety, hundreds of officers and soldiers of the Mobile Police force have heroically sacrificed or suffered injuries for the rest of their lives. Those feats and the steadfast, silent dedication and sacrifices of generations of officers and soldiers of the Mobile Police force have always been recognized, highly appreciated, honored and deeply grateful by our Party, State and People; at the same time, thereby further beautifying the beautiful symbol of the heroic People's Police soldier, the glorious tradition of the heroic Vietnam People's Police force . Always having the idea of turning nothing into something, turning difficulty into ease, turning the impossible into possible in the process of training, fighting and growing up, all for the benefit of the nation, the people, for the peaceful and happy life of the People. In this solemn and sacred moment, we send our deepest thanks, sharing, pride and gratitude to the families and relatives of the People's Public Security and Mobile Police officers who heroically sacrificed for the cause of building and protecting the Socialist Republic of Vietnam.
In recognition of these sacrifices and great contributions, the Party and State have awarded the Mobile Police Force with many awards, noble titles and deep, lasting trust. Today, on the occasion of the 50th anniversary of its tradition, the Mobile Police Command is honored to be awarded the title of Hero of the People's Armed Forces by the Party and State for the second time.
On behalf of the Party and State leaders, I warmly commend and congratulate the outstanding achievements and feats of arms of generations of officers and soldiers of the Mobile Police force over the past 50 years.

We are striving to successfully implement the Resolution of the 13th National Party Congress in the context of the world and regional situation continuing to develop in a complicated and unpredictable manner. Domestically, political security and social order have potential factors causing instability; criminal activities are increasingly sophisticated and complicated in all directions, routes, areas and subjects; hostile forces are intensifying sabotage activities, carrying out the plot of "peaceful evolution", acts of rioting, overthrowing, sabotage, terrorism, opposing the Party, the State, the armed forces and the peaceful life of the people.
The tasks of the People's Public Security Force, including the Mobile Police Force, will be increasingly more numerous, heavier, more comprehensive, on all fronts, and much more difficult and complicated; but we must do better to meet the requirements and glorious tasks that the Party, State and People trust, entrust, entrust and hope for. The Mobile Police Force must be truly elite, have good professional expertise, modern weapons; constantly innovate thinking, strategic vision, strong actions, clever techniques and tactics; mobilize the combined strength of the entire political system, society and people to excellently perform assigned tasks; contribute to protecting independence, sovereignty, territorial integrity, maintaining political and social stability; create an environment of peace, security, cooperation and maintaining discipline for national development.
Besides, we must not be subjective, negligent, lose vigilance, or be satisfied with the achievements and feats that have been achieved. On the contrary, we must proactively identify risks, challenges, limitations, and shortcomings; clearly identify the causes, especially subjective causes, to overcome, innovate, focus on leadership, join forces, and resolutely and effectively implement the tasks assigned by the Party, the State, the Central Public Security Party Committee, and the Minister of Public Security.
With those requirements, I propose that the People's Public Security force in general and the Mobile Police force in particular focus on performing well the following key tasks:
Firstly, in any circumstances, all activities of the People's Public Security force in general and the Mobile Police in particular must be thoroughly understood and ensure the absolute and direct leadership in all aspects of the Party headed by General Secretary Nguyen Phu Trong, the command of the President, the unified state management of the Government and the Prime Minister; the direct leadership, command and management of the Minister of Public Security and the supervision of the People. It is necessary to truly attach importance to the work of Party building and rectification; constantly improve the leadership capacity and fighting strength of Party organizations and Party members with the spirit of "ideology must be clear, determination must be high, efforts must be great, actions must be resolute" to focus on investing in building a truly clean, strong, disciplined, elite Mobile Police force, advancing straight to modernity, in the spirit of Resolution No. 12 dated March 16, 2022 of the Politburo.
Second, do a good job of strategic consulting with the Party and State on policies, laws and guidelines on building the Mobile Police force; on the content and methods of state management of security and order; on implementing armed measures to protect national security and ensure social order and safety.
Third, proactively grasp and closely forecast the situation, synchronously deploy measures to combat and prevent crime, ensure security and order; handle wisely and effectively activities that gather crowds to disrupt security, riots, and terrorism; absolutely do not be passive or surprised; protect the safety of targets, political, economic, cultural, and social events of the country, international delegations visiting and working in Vietnam; actively participate in search and rescue, disaster prevention, and overcoming, natural disasters, floods, participate in disease prevention, care for and protect people's health and lives, and perform international duties when necessary.
Fourth, continue to innovate and improve the quality of training, education and professional development of the Mobile Police; regularly organize drills on handling complex situations, close to reality at home and abroad; strengthen the strength and combat readiness, defeat all plots and activities of hostile forces, reactionary organizations, and sabotage organizations of the Vietnamese revolution. Build a Mobile Police force: " clear law, sophisticated expertise, good technology, good foreign language, beautiful image " ; comprehensive in politics, ideology, ethics, organization, cadres, professional activities, expertise, logistics and techniques. The Party and the State will pay attention and take care of appropriate and effective investment so that the Mobile Police force has enough strength to meet the requirements of the task of protecting security and order in the short and long term; with a roadmap, steady, appropriate and effective steps in terms of human resources, means and methods of operation.
Fifth, do a good job of political and ideological education, thoroughly implement Uncle Ho's Six Teachings to the People's Public Security; improve working style and manners, and the spirit of serving the people; promptly prevent manifestations of "self-evolution" and "self-transformation" within the organization.
Sixth, pay attention to the material and spiritual life of cadres and soldiers; ensure the health of cadres and soldiers; focus on traditional education activities, gratitude, and work to repay the favors of previous generations, families with preferential policies, war invalids, sick soldiers, families with difficulties, the disadvantaged, poor households, etc.
On this occasion, I request that the ministries, branches, central agencies, local authorities and the people continue to pay attention, love, coordinate, help and create favorable conditions for the Mobile Police force in particular and the heroic Vietnam People's Public Security force in general to excellently complete all political tasks assigned by the Party, State and People. Press and media agencies have appropriate and effective measures to communicate with the Mobile Police force in particular and the People's Public Security force in general.

We hope and believe that, on the basis of the glorious and heroic tradition of 50 years of establishment, fighting and growing up, with new spirit, new motivation and the spirit of " As long as the Party exists, we exist ", the Mobile Police force in particular and the heroic People's Public Security force in general will overcome all difficulties and challenges, continue to achieve even greater achievements, make more and more important contributions to the cause of building and defending the Fatherland; always bravely fight, ready to sacrifice. " stay awake so the people can sleep, stay on guard so the people can have fun, take the joy and happiness of the people as the joy and reason for living" ; build a culture of loyalty, sharing, understanding and increasingly enhance the beautiful image of the People's Public Security force who is resilient, brave, courageous, humane, has "a warm heart, a cool head, steady feet, clean hands and knows how to respect honor" because "Honor is the most sacred and noble thing!" as advised by General Secretary Nguyen Phu Trong.
