On the morning of January 2, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on "Summing up the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" chaired the seventh meeting of the Steering Committee.

Attending the meeting were members of the Politburo, members of the Party Central Committee, Deputy Prime Ministers, Ministers, heads of ministerial-level agencies, and members of the Steering Committee.

At the meeting, the Steering Committee focused on reviewing the work that has been implemented and discussing the contents to continue reporting to competent authorities in the coming time; giving opinions on the plan to end the activities of the State Capital Management Committee at enterprises and transferring the tasks of the Committee to other agencies; and some other contents.

According to the report, up to now, all ministries, ministerial-level agencies, and government agencies have submitted plans to reorganize and streamline their apparatus and reported on the implementation of Resolution No. 18-NQ/TW as requested by the Central Steering Committee and the Government Steering Committee.

The Government Steering Committee issued a document guiding the People's Committees of provinces and centrally run cities to organize and arrange the apparatus of the local political system to basically ensure progress and requirements.

After listening to the reports, opinions and conclusions of the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, acknowledged the spirit and high responsibility of the members of the Steering Committee; requested the Ministry of Home Affairs - the standing agency of the Steering Committee to absorb the opinions to continue reporting to competent authorities.

The Prime Minister emphasized that, implementing the direction of the Central Committee, the Politburo, and the Central Steering Committee, the Government has been working very hard to summarize Resolution 18 in conjunction with the reorganization of the Government apparatus. However, this is a difficult issue because the activities, functions, tasks, and powers of the Government and ministries are directly related to people, businesses, assets, land, institutions, legal documents, etc., so while working, we must listen and carefully assess the impact.

The Prime Minister stated that since the previous meeting, in a short period of time, members of the Steering Committee, ministries and branches have actively and urgently deployed tasks and completed many tasks, notably 5 contents:

First, agree on the plan to merge and consolidate ministries, branches and agencies.

Second, ministries and agencies have basically completed plans to arrange and streamline their internal apparatus to submit to the Government.

Third, the Government has issued three Decrees related to policies and treatment regimes for cadres, civil servants, public employees, workers and armed forces in implementing organizational restructuring and policies to attract and promote talented people to work in agencies, organizations and units.

Fourth, submit to the Government for preparation to issue a Decree on public asset management during the reorganization process.

Fifth, the Ministry of Justice and relevant agencies have reviewed and synthesized problems and legal documents affected by the organizational and apparatus arrangement to propose amendments and supplements.

Directing the tasks in the coming time, clearly stating the goal of organizing the apparatus "Refined - Lean - Strong - Effective - Effective - Efficient", the Prime Minister requested the Steering Committee, ministries and agencies to continue reviewing and reporting to competent authorities on the plan to arrange and streamline units and agencies according to the conclusions, policies and orientations of the Central Committee, the Politburo, the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Government's Steering Committee.

Regarding the arrangement plans of agencies and units, the Prime Minister noted the need to listen to opinions from many perspectives; what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed upon by the majority, then the plan should be completed and reported to the competent authority for decision; for issues that are not ripe, unclear, and have different opinions, then the competent authority should be proposed to urgently study the next step and a more specific report will be provided soon.

The arrangement, streamlining of the organizational apparatus, and reduction of staff must be associated with restructuring and improving the quality of the civil servant and public employee team; it is necessary to continue reviewing policies to ensure the legitimate and legal rights and interests of cadres, civil servants, public employees, and workers. For specific issues, it is necessary to review and synthesize nationwide, assess the impact to develop and propose a number of appropriate policies in the current context.

Along with that, continue to research, amend and supplement regulations to resolve problems arising in practice, including urgently submitting to the Government a Decree on public asset management to have a basis for handling issues related to public assets during the arrangement process.

The Prime Minister requested the Ministry of Justice to preside over and develop a resolution to submit to the National Assembly for promulgation on handling problems and issues arising in relation to the reorganization of the apparatus, especially documents that, if not promptly revised, will affect people, businesses, the economy, and hinder development.

Regarding the model and method of governance and management of corporations, general companies and state-owned enterprises, the Prime Minister requested to summarize good models, good experiences and effective methods that have been in practice, and to study and select the most optimal solution. At the same time, the Prime Minister emphasized that no matter which agency exercises the rights and responsibilities of the representative of state ownership, it must assign tasks to enterprises and give more power to the board of members; the competent agencies must focus on building strategies, planning, plans, institutions, mechanisms, policies and laws, implementing personnel work and designing inspection and supervision tools.
