(QNO) - This morning, May 4, at the headquarters of the Provincial Citizen Reception Committee, delegate Ta Van Ha - Vice Chairman of the National Assembly's Committee for Culture and Education chaired the regular citizen reception meeting in May 2023 of the Provincial National Assembly Delegation.
At the meeting, Mr. Tran Duc Dung - father of forest ranger Tran Van Quy (Mobile Forest Ranger and Forest Fire Prevention Team No. 2 under Quang Nam Forest Ranger Department) - who died while on duty in Mo O area (Dai Son commune, Dai Loc) on May 15, 2011, reported on the preparation of documents and procedures related to the issuance of a death certificate and recognition of martyr status for his son.
Speaking at the meeting with the people, the representative of the Department of Labor, Invalids and Social Affairs of Quang Nam said that on March 28, 2023, the Department of Agriculture and Rural Development of Quang Nam issued Document No. 74 on the request to issue a certificate of sacrifice and recognize martyrdom for Mr. Tran Van Quy (born in 1987) - a ranger of the Mobile Forest Ranger and Forest Fire Prevention and Fighting Team No. 2; died on May 15, 2011 while on duty.
On that basis, the Department of Labor, Invalids and Social Affairs has compiled the records and considered that the case of Mr. Tran Van Quy's sacrifice while salvaging wood that was sinking in the riverbed was an urgent and dangerous task to serve the investigation and handling of illegal forest exploiters and protect national natural resources.
The work assigned to Mr. Tran Van Quy is to contribute to preventing illegal logging and exploitation of forests in order to protect the province's forest area, protect national natural resources, protect the environment and contribute to combating climate change under the direction of the Standing Committee of the Quang Nam Provincial Party Committee (according to Resolution No. 14-NQ/TU dated June 4, 2010) and of the Provincial People's Committee (according to Directive No. 25/CT-UBND dated December 31, 2010).
Regarding the incident, there have been many advisory and directive documents, many working sessions and dialogues between Mr. Tran Van Quy's relatives and relevant agencies at the provincial and central levels, but they only stopped at written exchanges. Mr. Tran Van Quy's family and relevant agencies have not yet established a complete set of documents to request a death certificate as prescribed.
Up to now, under the direction of the Provincial Party Committee Standing Committee, the Provincial People's Council Standing Committee, the Provincial People's Committee, the Department of Labor, Invalids and Social Affairs has coordinated with the Department of Agriculture and Rural Development to complete the dossier requesting the issuance of a death certificate and requesting recognition as a martyr for Mr. Tran Van Quy. Mr. Tran Van Quy died on May 15, 2011. The request for consideration of the issuance of a death certificate has lasted for many years, and the dossier has only now been completed.
Therefore, the Department of Labor, Invalids and Social Affairs issued Document No. 894 dated April 14, 2023 to submit to the Provincial People's Committee for consideration of issuing a death certificate and requesting recognition of a martyr for Mr. Tran Van Quy according to the provisions of the document in effect at that time, Decree 54/2006/ND-CP dated May 26, 2006 guiding the implementation of a number of articles of the Ordinance on Preferential Treatment for People with Revolutionary Contributions.
Sharing the pain of losing a loved one of Mr. Tran Duc Dung's family, according to National Assembly delegate Ta Van Ha, the dossier requesting recognition of Mr. Dung's son as a martyr is being completed to continue submitting to the Ministry of Labor, Invalids and Social Affairs for consideration and decision.
Mr. Ta Van Ha also requested the Department of Labor, Invalids and Social Affairs to advise the Provincial People's Committee to speed up the completion of the dossier to submit to the Ministry of Labor, Invalids and Social Affairs in accordance with the law. Because 13 years have passed but up to now the dossier requesting recognition of martyr for Mr. Tran Duc Dung's son has not been resolved completely, it is a bit slow.
