In recent times, the Military Department has thoroughly grasped and seriously implemented the directions of the Government and the Ministry of National Defense on administrative reform in general and administrative procedure reform in particular; closely directed and operated, strengthened discipline and administrative discipline associated with authority and responsibility in administrative procedure reform. The highlight is that it has taken the lead in advising on the drafting of legal documents related to the Military sector; proactively reviewed legal documents, promptly proposed to competent authorities to amend, supplement or issue new ones.

In addition, the Military Department has simplified, announced and publicized administrative procedures according to regulations; coordinated with the Ministry of National Defense's Electronic Information Portal and relevant agencies and units to pilot 7 administrative procedures in the field of military service on the Ministry of National Defense's Public Service Portal; at the same time, implemented administrative apparatus reform; reviewed and adjusted functions, tasks, and staffing of agencies and units to meet task requirements in the new situation.

After listening to the representative of the Military Department summarize the situation and results of the administrative procedure reform work of the Military Department and the opinions of agencies and units, Senior Lieutenant General Le Huy Vinh praised the efforts and attempts of the Military Department in advising and proposing to the Central Military Commission, the Head of the Ministry of National Defense, and the General Staff many policies and solutions to improve the quality of Military work, meeting the requirements of assigned tasks.

The Deputy Minister of National Defense requested that the Military Department continue to thoroughly grasp and strictly implement the directions of the Government and the Ministry of National Defense on administrative procedure reform associated with digital transformation; considering this a key, regular task, a breakthrough in improving the quality of the Military sector. Promote decentralization and delegation of authority in accordance with the functions, tasks and capacities of subordinate units; focus on reviewing, evaluating, restructuring, and optimizing the process of handling procedures within the scope of management; cut down on steps, document components, and unnecessary requirements; shorten processing time, ensure simplicity, ease of implementation, and facilitate implementation.

Senior Lieutenant General Le Huy Vinh also requested the Military Department to continue reviewing all administrative procedures under its management; promptly propose to competent authorities to amend, supplement or replace documents and procedures that are no longer suitable in the process of handling work; promptly remove difficulties and obstacles of grassroots units.
