Standing Committee of the Provincial Party Committee: Contact and dialogue with education management officials and teachers

On the morning of March 20, at the Provincial Conference Center, a meeting and dialogue took place between the Provincial Party Standing Committee and 355 education managers and teachers representing managers and teachers in the entire education sector.

Provincial leaders and delegates attending the conference met and had dialogue.

Attending the conference were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Council, People's Committee, and Fatherland Front Committee; leaders of departments, branches, unions, districts and cities.

11 comments from administrators and teachers

At the conference, there were 11 opinions expressed by education managers and teachers focusing on the following contents: organizational structure; teacher staff; policies and regimes for teachers, staff and workers in the whole industry; facilities and teaching equipment; number of students per class, the rate of students passing the entrance exams to public high schools...

Regarding the group of opinions on organizational structure, teacher staffing, and policy mechanisms, they focused on a number of issues such as: teacher shortage, local teacher surplus and shortage; inadequacies in transferring teachers from places with surplus to places with shortage, from places with little shortage to places with much shortage; the need for preferential policies to attract teachers. Opinions suggested supplementing staffing and increasing allowances for management staff of schools after the merger.

The group of opinions on facilities and teaching equipment focused on the following contents: degraded facilities, school equipment that does not fully meet the standards according to regulations and the 2018 general education program; the merger of schools according to Plan No. 45 of the Provincial People's Committee was implemented before the arrangement of commune-level administrative units, so in some commune-level localities, there are 2-3 schools of the same level in the same area, causing investment resources to be dispersed. Currently, the number of students per class in some schools in the city and town is still high compared to regulations; the enrollment quota for public high schools in recent years has remained the same, causing the rate of students passing the entrance exam to these schools to be only about 60-70%.

There are still many shortcomings

Speaking at the conference, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the results achieved by the education sector in recent years, and at the same time pointed out a number of shortcomings, limitations and inadequacies that need to be promptly resolved to improve the quality of education. These are issues of teacher management, student management, school violence, illegal extra teaching and learning, abuse of experiential education activities, etc.

The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested the Department of Education and Training and the Department of Home Affairs to survey and evaluate the merger of schools to promptly resolve existing problems and limitations; the People's Committees of districts and cities are responsible for recruiting enough teachers according to assigned targets; continue to arrange the network of schools in accordance with reality; accelerate the project to build job positions at educational institutions; have mechanisms and policies to improve teachers' qualifications, ensure the lives of cadres and teachers; pay attention to and supplement facilities and teaching equipment; review the implementation of Resolution 17 of the Provincial People's Council regulating service fees to serve and support educational activities in public educational institutions from the 2020-2021 school year to make appropriate adjustments to reality; conduct necessary inspections and checks to reduce pressure on schools.

Timely policies, decisions and directions are needed for education and training to make new progress.

In his concluding remarks at the conference, Comrade Ngo Dong Hai, Member of the Party Central Committee and Secretary of the Provincial Party Committee, affirmed that education and training is an important field, which has a decisive significance for the current and long-term development of the province, and is always the concern of Party committees and authorities at all levels. Therefore, it is necessary to have timely policies, decisions and directions for education and training to make new progress.

Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee spoke at the conference.

He suggested that Party committees and authorities at all levels need to pay more practical and specific attention to have synchronous and fundamental solutions to promptly resolve shortcomings and difficulties in quality, allocation of teaching staff, mechanisms and policies for teachers; mobilize reasonable resources to upgrade and invest in facilities; survey and evaluate school mergers to have solutions to overcome difficulties suitable to local conditions; and promptly complete the project to build job positions.

For the Provincial People's Council, the Provincial Party Secretary suggested collecting recommendations and proposals from Party committees, authorities at all levels, and voters to promptly adjust appropriate policies and mechanisms to create consensus in the education sector, parents, and people of all walks of life. For the Provincial People's Committee, priority and top concern should be given to education and training; in allocating resources, there should be specific and timely instructions so that each locality can make appropriate investments in education.

For the Department of Education and Training, he requested the Department to promptly propose solutions and plans to immediately overcome existing shortcomings and limitations within its authority; coordinate with relevant sectors to better implement advisory work, boldly propose mechanisms and policies to innovate management work, mobilize resources, and improve the quality of education... For educational institutions, it is necessary to pay more attention to party building work in schools, promote the role of the Party Committee in deciding important issues, and direct movements in schools. The management staff continues to improve management work, promote the creativity of teachers and students, overcome current shortcomings and inadequacies, and promptly advise the Party Committees and authorities at all levels to solve arising problems.

The Provincial Party Secretary sincerely thanked the efforts of the staff and teachers in the whole sector over the past years and hoped that with enthusiasm and responsibility, teachers would continuously practice and improve their professional qualifications and skills to impart knowledge, inspiration for learning and the spirit of overcoming difficulties to generations of students, creating a "golden generation" to meet the development requirements of the province in the coming time.
