On the morning of October 8, at Pham Thi Tran Theater, the Standing Committee of the Provincial Party Committee held a dialogue conference with cadres, union members, youth and children in 2024. Comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee attended and chaired the conference.
Co-chairing the conference were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Song Tung, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Trinh Nhu Lam, Member of the Provincial Party Committee, Secretary of the Provincial Youth Union.
Also attending were members of the Provincial Party Standing Committee, leaders of the Provincial People's Council, People's Committee, National Assembly Delegation, Vietnam Fatherland Front Committee; leaders of departments, branches, sectors and socio-political organizations at the provincial level; leaders of districts and cities.
Speaking at the opening of the conference, Secretary of the Provincial Party Committee Doan Minh Huan emphasized: The dialogue conference is a form of direct democracy, through which the Standing Committee of the Provincial Party Committee wants to listen to and understand the thoughts, aspirations, recommendations and proposals of cadres, union members, youth and children in the face of rapid changes in social life, between the generation gap. From there, it can promptly direct and remove difficulties and obstacles and propose appropriate mechanisms and policies; ensuring the legitimate rights and interests of cadres, union members, youth and children.
Therefore, the Provincial Party Secretary requested that delegates representing cadres, union members, youth and children attending the conference promote the spirit of democracy, open and frank exchange; requested that leaders of the Provincial People's Council, Provincial People's Committee, relevant departments, agencies and branches focus on listening and answering directly, clearly and specifically the issues that the delegates are concerned about.
Regarding the content of the dialogue, the Provincial Party Secretary hopes that cadres, union members, youth and children will express their opinions and reflect on a number of practical issues such as: opportunities and challenges in employment for young people; issues of security and safety for young people and children; shifting social values among young people and children... in the "digital age".
At the dialogue conference, cadres, union members, youth and children raised 15 questions, recommendations and proposals, focusing on 3 groups of issues: Union building work, Union participation in Party building and the political system; Protection, care and education of teenagers and children; Support for youth in starting a business, establishing a career, economic development, revolutionary action movements of youth, digital transformation, and cyber security.
At the conference, questions and recommendations from cadres, union members, and young people were answered and clarified by the Standing Committee of the Provincial Party Committee and leaders of relevant departments and branches. In particular, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, discussed and clarified the concerns of the Provincial Party Committee and Provincial People's Council on the work of young cadres, specific solutions to continue ensuring the proportion of young cadres participating in Party Committees and People's Council delegates in the next term; suggesting solutions for Youth Union chapters at all levels to improve the quality of supervision and social criticism work.
Vice Chairman of the Provincial People's Committee Tran Song Tung emphasized a number of contents on policies to support young people in starting a business, establishing a career, developing the economy; and the issue of developing high-tech agriculture.
Secretary of the Provincial Party Committee Doan Minh Huan discussed and oriented with the Youth Union and youth organizations in the province on the Planning of Ninh Binh province for the period 2021-2030, with a vision to 2050, which has been approved by the Prime Minister. The Secretary of the Provincial Party Committee emphasized that the province's goal is to promote all potentials, advantages, resources, and motivations to develop Ninh Binh province rapidly and sustainably; strive to basically meet the criteria by 2030 and by 2035 become a centrally-run city, with the characteristics of a Millennium Heritage City, a creative city; with a vision to 2050 to become a civilized, modern, smart centrally-run city with its own identity, on par with heritage cities and creative cities in the world.
The Provincial Party Secretary also discussed the orientation of building an Innovation and Startup Center in our province to create an environment to support and promote the development of startups and innovation activities. Thereby creating a favorable environment for the youth of the whole province to start and establish businesses, promoting the creativity and enthusiasm of the youth to build an increasingly rich and civilized homeland.
The Provincial Party Secretary requested that all levels of the Youth Union and youth in the province need to promote pride and confidence; actively contribute their youth strength with the Party Committee, Government and People of the province to successfully implement the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050.
After the conference, the Provincial Youth Union Standing Committee is responsible for summarizing the discussed issues, continuing to advise and propose to competent authorities to concretize the legitimate recommendations of cadres, union members, youth and children into mechanisms, policies and solutions for timely and thorough resolution.
