From the orientations and policies, especially through the implementation of ethnic policies, the National Target Program on socio-economic development of ethnic minority mountainous areas, up to now, the rural appearance in Minh Hoa commune, Yen Lap district has improved a lot.
Minh Hoa commune is a commune in area III of Yen Lap district, with a total natural land area of 1,770.89 hectares, the commune is divided into 8 residential areas, with a population of 4,708 people; the whole commune has 6 ethnic groups living together, of which the Muong ethnic group accounts for 89%... Implementing the 135 program phase III, from 2016-2020 as a component project of the National Target Program for Sustainable Poverty Reduction, in 2019, Minh Hoa commune has 2 extremely difficult residential areas, however, the income level and people's lives are still lower than the district's average, essential infrastructure is still lacking and not synchronous, traffic is difficult. The economic development of the people is still mainly based on agricultural and forestry production, the average income per capita reaches 26.6 million VND/person.
Cultural houses in residential areas are invested in construction, creating conditions for people to have fun and participate in community activities.
In recent years, in order to effectively implement ethnic policies for local socio-economic development, the Party Committee and the government have also determined to continue promoting socio-economic development in a comprehensive and sustainable direction. Along with that is the preservation and promotion of ethnic cultural identities, as a driving force for the development of green and sustainable economic forms such as community eco-tourism, experiential tourism associated with the preservation of traditional crafts and customs of ethnic communities in the area.
At the same time, attention is paid to investing in essential infrastructure to shorten the gap between ethnic minority areas and the economic and cultural centers of the province. From 2019 to present, 82.3% of rural roads in the commune have been hardened, main roads and inter-village roads have been expanded; roads to the commune center have been invested in and upgraded with asphalt concrete. 100% of people have access to the national grid, the social insurance coverage rate has reached 100%; the commune health station has met the national criteria for health in the period 2021-2030; 3 schools have met national standards level 1; 8/8 residential areas have community houses, of which 7/8 community houses meet new rural criteria, ensuring the scale of area and playground. There are 4 residential areas meeting new rural residential areas, the commune has met 15/19 criteria.
Implementing the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, the Commune People's Committee has implemented a project to support production development, especially planting 4 hectares of medicinal plants, the purple khôi tree. People participating in the project are supported with seedlings and trained in scientific and technical knowledge to apply in planting, caring for and harvesting. Up to now, 44 households have received seedlings and are planting and initially achieving economic efficiency.

Mr. Pham Son Lam (75 years old) in Zone 5 shared: In recent years, the implementation of ethnic policies, economic development, and the lives of people in the commune have gradually improved, in which housing and infrastructure serving people's lives have been planned and invested in, and the quality of life has been improved.
Along with that, traditional cultural values have been promoted, residential areas have established 8/8 Cultural and Artistic Clubs to preserve the cultural identity of the nation, social customs and beliefs of the Muong people's Forest Opening Ceremony in Yen Lap district, which was restored in 2013 and handed over to Minh Hoa commune to preserve and conserve, and has been recognized as a National Intangible Cultural Heritage in Decision No. 3430/QD-BVHTTDL dated November 10, 2023.
The implementation of ethnic policies in the 2019-2024 period has changed the rural appearance of Minh Hoa commune. Comrade Dinh Tien Cong - Chairman of the Commune People's Committee said: To achieve such results, it is necessary to promote democracy in implementing policies, creating trust and raising awareness of overcoming difficulties of ethnic minorities, especially poor households, near-poor households, and households with difficulties. Along with that is the cooperation and participation of the people, socializing resources to solve problems from the grassroots level.
With synchronous solutions, the unanimous efforts of the Party Committee, the Government and the people of all ethnic groups, along with the investment from the implemented ethnic programs and policies, will be a great driving force to help Minh Hoa fulfill the socio-economic development goals in the area, contributing to improving the quality of life for the people in general and ethnic minorities in particular.
