Kinhtedothi - The People's Committee of Vinh Phuc province has just issued a notice of conclusion on the arrangement and streamlining of the apparatus of state agencies, units and localities, in which it directs units to complete and arrange department-level leadership personnel, civil servants, public employees and workers before February 10, 2025.
Arrange personnel and complete organization before February 10, 2025
Currently, Vinh Phuc has completed the arrangement of 28 commune-level administrative units according to the resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units for the 2023-2025 period.
After the arrangement, Vinh Phuc has 9 district-level administrative units, including 7 districts and 2 cities; 121 commune-level administrative units, including 88 communes, 15 wards and 18 towns.
Regarding the merger and streamlining of a number of departments and branches, after listening to the Department of Home Affairs report on the implementation of the plan to arrange and streamline the organizational apparatus of agencies, units and localities in the State sector, Chairman of Vinh Phuc Provincial People's Committee Tran Duy Dong issued Conclusion Notice No. 15/TB-UBND.
Accordingly, the Chairman of the Provincial People's Committee directed the units to urgently study Plan No. 01-PA/TU dated January 6, 2025 of the Provincial Party Committee; Plan No. 256-KH/TU dated January 6, 2025 of the Provincial Party Committee Standing Committee to promptly update and supplement specific contents into the Project on reorganizing the apparatus of agencies and units to ensure proper implementation of the direction of the Provincial Party Committee.
Require Directors of departments, branches, agencies, and units to merge or transfer functions and tasks to work directly with each other to unify the contents of the General Project to ensure accurate content and progress;
Units shall proactively review and agree in advance on the working organization plan of the agency and unit after the merger; arrange, consolidate, and organize department-level leadership personnel, civil servants, public employees, and workers before February 10, 2025 to be able to operate effectively, efficiently, and smoothly.
Research on specific policies to support people who leave their jobs due to arrangement
The leaders of Vinh Phuc Provincial People's Committee assigned the Department of Home Affairs to urgently review and advise the Provincial People's Committee to issue a Plan to adjust and supplement Plan 01/KH-UBND to unify with the content of Plan No. 01-PA/TU of the Provincial Party Committee and Plan No. 256-KH/TU of the Provincial Party Committee Standing Committee.
Review and decide on subjects who must resign due to organizational arrangement, staff reduction, restructuring, and improvement of the quality of cadres, civil servants, and public employees to meet task requirements; ensure scientific, fair, objective, reasonable, and humane; completion time before January 15, 2025.
Take the lead in coordinating with the Provincial Party Committee's Organization Board, the Department of Finance, and the Department of Justice to work with the Provincial People's Council's committees to research and propose specific policies of the province to support cadres, civil servants, public employees, and workers who are subject to the implementation of organizational restructuring and streamlining.
Proactively and urgently work with the Department of Justice and the committees of the Provincial People's Council to agree on the order and procedures for drafting the Provincial People's Council Resolution before advising the Provincial People's Committee to implement it; completion time is before January 15, 2025.
Review and advise the Provincial People's Committee to submit to the Provincial People's Council to adjust and allocate the staffing of civil servants for departments, branches and localities; advise the Provincial People's Committee to review and adjust the staffing of agencies, units and localities after restructuring the apparatus; to be completed in the first quarter of 2025.
The People's Committee of Vinh Phuc province assigned the Department of Justice to guide agencies, units and localities in drafting legal documents according to simplified procedures; appraising legal documents related to the organization of the apparatus, regulating the position, functions, tasks, powers and organizational structure of departments and branches after merger and reorganization.
Coordinate with the Department of Home Affairs and relevant agencies to report and propose the process and procedures for developing specific policies of the province in implementing the arrangement and streamlining of the apparatus organization according to Decree No. 178/2024/ND-CP of the Government.
Handling of headquarters, assets, finances and budgets of agencies after the arrangement
The Department of Finance guides relevant agencies in handling assets, finances, and budgets in the process of arranging and streamlining the organizational apparatus of Party committees, Party organizations, agencies, and units when implementing the arrangement and streamlining of the organizational apparatus.
Coordinate with the Department of Home Affairs to review, identify, and balance resources to resolve policies and develop specific policies for the province in implementing the organization and streamlining of the apparatus.
Review, research, and propose the arrangement and use of specific offices, finances, and assets of each agency and unit to avoid loss and waste, and to be truly economical and effective in accordance with the direction of the Central Government. Synthesize and advise the Provincial People's Committee on handling public assets (liquidation sale, transfer to other agencies and units...) for agencies and units that are implementing mergers and reorganizations.
The leaders of Vinh Phuc Provincial People's Committee also assigned the Department of Planning and Investment to preside over and coordinate with relevant agencies and units to issue documents guiding agencies and units subject to merger and reorganization in developing detailed plans for handling public investment projects so that agencies and units can implement them in a unified and synchronous manner.
