The Standing Committee of Vinh Phuc Provincial Party Committee has identified the reorganization and improvement of the political system as a particularly important task. Vinh Phuc province will focus on and resolutely implement the direction of the Politburo, the General Secretary, and the Central Steering Committee on reorganization and streamlining the political system in the direction of being lean, compact, strong, efficient, effective, and efficient.
For Party committees, Party organizations, and agencies directly under the Provincial Party Committee, the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department will be merged. The activities of the Provincial Agencies Party Committee and the Provincial Enterprises Party Committee will be terminated. The activities of the Provincial Party Committees and Party Executive Committees will be terminated. The activities of the Provincial Cadre Health Care and Protection Committee will be terminated, and the tasks will be transferred to the Provincial Party Committee's Organization Department, the Department of Health, and the Provincial General Hospital.
Establish 2 Party Committees directly under the Provincial Party Committee, the first is the Party Committee of the Provincial Party, mass organizations and judiciary, including: Party organizations in advisory and support agencies, public service units directly under the Provincial Party Committee, the Provincial People's Council, the Provincial Vietnam Fatherland Front Committee, socio-political organizations of the province, the Provincial People's Procuracy, the Provincial People's Court, and mass organizations assigned by the Party and State to perform provincial tasks; The Party Committee of the Provincial Party, mass organizations and judiciary has a specialized advisory and support agency located at the Provincial Party Committee Office.
The second is the Provincial Government Party Committee, including: Party organizations in specialized agencies, public service units under the Provincial People's Committee and some State-owned enterprise Party Committees. Keep only the organs that are really necessary
The Vinh Phuc Provincial Party Committee directed the study of merging Vinh Phuc Newspaper and the Provincial Radio and Television Station into the Press and Communication Center; reviewed the Provincial Party Committee's steering committees in the direction of ending their activities, transferring tasks to the Provincial Party Committee's advisory and support agencies; and only retained the truly necessary steering committees.
Agencies and units under the Provincial People's Committee will carry out the arrangement according to the plan, merging the Department of Planning and Investment and the Department of Finance; merging the Department of Transport and the Department of Construction; merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; merging the Department of Information and Communications and the Department of Science and Technology; transferring some tasks of the Department of Information and Communications to relevant agencies.
Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs, transfer the management function of vocational education to the Department of Education and Training, transfer the state management function of social protection, children, and prevention of social evils to the Department of Health.
Merge a number of agencies and units according to the characteristics of the province: end the operation of the Department of Foreign Affairs and transfer a number of functions and tasks to the Provincial People's Committee Office, transfer a number of foreign affairs tasks to the Provincial Party Committee Office.
Reorganize 5 Project Management Boards under the Provincial People's Committee into only 3 Boards. Merge 4 Irrigation LLCs into 1 Company. Merge Vinh Phuc Vocational College into Vinh Phuc College of Economics and Technology.
For agencies under the Provincial People's Council, it is necessary to arrange and streamline the organizational apparatus and reduce internal contacts. For the Provincial Vietnam Fatherland Front Committee and socio-political organizations and associations assigned by the Party and State at the provincial level, it will review and only retain agencies and units with necessary functions and tasks.
Vinh Phuc Provincial Party Committee also requested that districts and cities will reorganize and streamline the apparatus, reduce internal focal points, build job positions associated with streamlining the payroll, improve the effectiveness and efficiency of the apparatus and the quality of the staff in accordance with the direction of the Central Government and the province.
