During the visit and working session in Russia from September 25-28, the high-ranking delegation of the Ministry of Public Security of Vietnam attended the 3rd International Conference on Prevention and Combating the Spread of Extremist Ideology organized by the Ministry of Internal Affairs of the Russian Federation; worked with the Ministry of Internal Affairs of the Russian Federation and the Investigative Committee of the Russian Federation; met with officials and staff of the Vietnamese Embassy and representatives of the Vietnamese community there.
Giving a warm and respectful welcome to the high-ranking delegation of the Ministry of Public Security of Vietnam, Deputy Minister of the Interior of Russia Khrapov Andrey Ivanovich acknowledged the close and effective cooperation between the law enforcement agencies of the two countries in recent times on the basis of the good comprehensive strategic partnership between Vietnam and the Russian Federation.
Deputy Minister Nguyen Duy Ngoc expressed his appreciation for the efforts of the Russian Ministry of Internal Affairs in organizing the 3rd International Conference on Prevention and Combating Extremist Ideology in the context of Russia facing many difficulties. This affirms the role and responsibility of the Russian Ministry of Internal Affairs in coordinating with law enforcement agencies of countries around the world to respond to traditional and non-traditional security challenges, especially the spread of terrorism, extremism, and separatism in the current situation.
At the meeting, the two sides discussed cooperation activities in various aspects of work, shared special interest in training in high-tech crime prevention and control, considering this one of the highlights of cooperation in the coming time.
Deputy Minister Nguyen Duy Ngoc expressed his wish to continue to promote the effective implementation of the "Program of joint action between the Ministry of Public Security of the Socialist Republic of Vietnam and the Ministry of Internal Affairs of the Russian Federation for the period 2022-2024"; establish a coordination mechanism in the management of businessmen, international students and expatriates of one country working, studying and living in the other country, ensuring the rights and legitimate interests of citizens of the two countries, as well as proactively preventing criminal activities, law violations, and harm to the national security of Vietnam and the Russian Federation.
The two sides agreed to continue implementing the program of exchanging delegations of children of officers and soldiers of the two ministries for sightseeing and vacation, thereby helping them have valuable opportunities to improve their understanding of the history and culture of the two countries as well as the process of building, fighting and growing of the Vietnamese Public Security Forces and the Ministry of Internal Affairs of the Russian Federation.
At the working session with the Russian Federation Investigative Committee, Deputy Minister Nguyen Duy Ngoc also requested that the Russian Federation Investigative Committee pay attention to supporting the organization of training courses to improve the investigative capacity of officers of the Ministry of Public Security, especially in investigating high-tech crimes; at the same time, effectively implement the Memorandum of Understanding on cooperation between the Ministry of Public Security of the Socialist Republic of Vietnam and the Russian Federation Investigative Committee; promote the early signing of the Cooperation Agreement between the Russian Federation Investigative Committee and the Vietnamese Ministry of Public Security so that the two sides can cooperate more deeply and at a higher level of trust.

Previously, from September 22-24, a high-ranking delegation of the Ministry of Public Security of Vietnam visited and worked in the Republic of Belarus at the invitation of the Ministry of Internal Affairs of the Republic of Belarus.
At the working session with the Ministry of Internal Affairs of the Republic of Belarus, the two sides assessed the results of cooperation between the two ministries in areas such as information exchange, sharing of working experience; and coordination in verifying crimes related to citizens of the two countries.
Deputy Minister Nguyen Duy Ngoc thanked the Belarusian Ministry of Interior for helping the Vietnamese Ministry of Public Security train, foster and improve the qualifications of officers in criminal techniques, anti-human trafficking, and training of service dogs. The Vietnamese Ministry of Public Security also wishes to promote cooperation with the Belarusian Ministry of Interior in the fight against all types of crime, especially transnational organized crime, high-tech crime, human trafficking and illegal migration, drug crimes; and in training, fostering professional skills and improving the capacity of law enforcement officers.
The two sides agreed to promote cooperation in the fields of preventing and combating high-tech crimes, ensuring cyber security and criminal techniques.
During their stay here, the high-ranking delegation of the Ministry of Public Security of Vietnam had a working session with the National Judicial Expertise Commission of Belarus - a friendly and trustworthy partner of the Ministry of Public Security of Vietnam. On the basis of the traditional and friendly cooperative relationship with Belarus, over the past time, the political, economic, cultural, social, security, defense cooperation between the two countries has been constantly consolidated, enhanced and developed, contributing positively to the stable and sustainable development of each country.
Both sides highly appreciated the cooperation between the Ministry of Public Security of Vietnam and the National Commission of Judicial Expertise of Belarus with practical developments, actively implementing the contents of the cooperation agreement signed between the two agencies; regularly exchanging many high-level delegations; sending cadres and experts to train, foster and participate in scientific seminars on judicial expertise in each country...
Deputy Minister Nguyen Duy Ngoc emphasized the importance of judicial expertise in the fight against new types of crime in the world and the region, especially transnational organized crime, terrorism, high-tech crime, drug crime, human trafficking, etc. with many new, sophisticated and dangerous methods and tricks as at present.
The Ministry of Public Security of Vietnam proposed that both sides continue to effectively implement the Agreement on cooperation in the field of judicial activities between the Ministry of Public Security of the Socialist Republic of Vietnam and the National Committee of Judicial Expertise of the Republic of Belarus; cooperate in training experts of the Ministry of Public Security of Vietnam in the field of forensic expertise activities.
The delegation also visited officials and staff of the Vietnamese Embassy in Belarus.
