Prime Minister requests mechanism to remove incompetent people from the apparatus - Lang Son Newspaper

The Prime Minister assigned the Ministry of Home Affairs to research and propose policies to attract talent, and at the same time have a mechanism to remove from the apparatus those who do not have the capacity and qualities.

The above requirement was mentioned by Prime Minister Pham Minh Chinh in Directive No. 05 on key tasks and solutions to promote economic growth and accelerate disbursement of public investment capital, ensuring the national growth target of 8% or more in 2025.

The Directive clearly states that the growth target of 8% or more in 2025 is a difficult and challenging task, but we must be determined to complete it to create momentum, strength, and position for double-digit growth in the following years.

Remove incompetent people from the system

In the directive, the head of the Government proposed key tasks and solutions to promote economic growth and accelerate public investment disbursement. One of them is to strongly promote new growth drivers, breakthroughs in science and technology development, innovation, digital transformation, and high-quality human resources.

Accordingly, the Prime Minister assigned the Ministry of Home Affairs to continue researching and proposing policies to attract talents to work in agencies and units, and special policies for cadres and civil servants with outstanding achievements in their work.

" At the same time, there must be a mechanism to remove from the apparatus those who lack capacity and qualities; further concretize the policy of encouraging and protecting cadres who dare to think and dare to do, " the directive stated.

The Prime Minister requested the Ministry of Education and Training to preside over and work with the Ministry of Finance, ministries, agencies and localities to urgently develop a plan and organize the implementation of the Politburo's conclusion on exempting all tuition fees for students from preschool to high school nationwide from the beginning of the new school year 2025-2026.

At the same time, research the project to build boarding schools for high school students in remote, border and island areas.

The Ministry of Education and Training researches and develops policies to support investment in resources, place orders, and assign training tasks to high-quality human resource training facilities.

The Ministry of Science and Technology and the Ministry of Agriculture and Environment are required to urgently review, advise and report to the Prime Minister on the issuance of new strategies and effective implementation of issued strategies on research, application and exploitation of marine space, underground space and outer space.

On the side of the Ministry of Finance, the head of the Government assigned the task of presiding over and coordinating with relevant ministries, agencies and localities to urgently implement the Projects on the International Financial Center in Ho Chi Minh City and the Regional Financial Center in Da Nang; completing the dossier of the draft Resolution of the National Assembly on the international and regional financial center in Vietnam to submit to the National Assembly at the May session.

The Ministry of Finance also needs to advise and report to the Prime Minister on specific mechanisms and policies to immediately implement the program to develop human resources for the semiconductor industry until 2030, with a vision to 2050, and ensure resources to implement the program.

The Ministry of Science and Technology promotes 5G commercialization; researches 6G technology; develops telecommunications satellites and upgrades national telecommunications backbone infrastructure...

Commercial banks are strictly prohibited from arbitrarily increasing interest rates.

In the directive, the Prime Minister also requested to effectively promote new, breakthrough mechanisms, policies and regulations that have been issued, and to immediately remove and release resources for the economy.

The Prime Minister directed the Ministry of Finance to continue researching and proposing policies on tax, fee, charge and land rent exemption, reduction and extension to support people and businesses, promote production, business, tourism and domestic consumption in 2025, and report to competent authorities before March 15.

The State Bank needs to strengthen the effectiveness of inspection, examination, control and close supervision of the activities of credit institutions, especially the public announcement of mobilization interest rates, lending interest rates, and credit granting activities of credit institutions; promptly and strictly handle violations according to the provisions of law, especially credit institutions that compete unfairly and not in accordance with regulations on interest rates (both mobilization and lending interest rates).

" It is strictly forbidden to allow commercial banks to freely increase interest rates without direction, creating unfair and unequal competition ," the Prime Minister emphasized.

The Prime Minister noted that ministries, agencies and localities should urgently research and develop mechanisms and policies to encourage investment, expand raw material production capacity and participate in North-South high-speed railway projects, urban railways, international railways, renewable energy projects, offshore wind power, etc. and guide, support and create maximum convenience for people and businesses in implementation.

Business related procedures are done online

Another group of key tasks and solutions mentioned by the Prime Minister is to continue prioritizing time and resources to focus on perfecting institutions, mechanisms, policies, and legal regulations.

In particular, the Prime Minister thoroughly reviewed and cut down administrative procedures to reduce inconvenience and save costs for people and businesses; improved the investment and business environment, created all conditions to quickly resolve investment procedures, and encouraged investment from all economic sectors.

" By 2025, strive to reduce at least 30% of administrative procedure processing time; reduce at least 30% of business costs; abolish at least 30% of unnecessary business conditions; all procedures related to enterprises must be carried out online, smoothly, seamlessly and effectively, ensuring transparency, minimizing paperwork; 100% of administrative procedures are carried out regardless of administrative boundaries within the province level ," the Prime Minister set a target.

The Ministry of Finance presides over and the State Bank proposes and submits to the Government in March a legal framework to manage and promote the healthy and effective development of digital assets and digital currencies.

Regarding the group of tasks to promote disbursement of public investment capital, taking public investment as the leading force, activating and attracting all social resources, the Prime Minister requested ministries, agencies and localities to promote disbursement of public investment capital, striving for the disbursement rate of public investment capital in 2025 to reach at least 95% of the assigned plan.

At the same time, the goal of having at least 3,000 km of highways and over 1,000 km of coastal roads by the end of 2025 will be achieved. Long Thanh International Airport and Lach Huyen area ports will be basically completed, Tan Son Nhat T3 and Noi Bai T2 terminals will be put into operation, Lien Chieu port will be started, and investment procedures for Can Gio international seaport (HCMC) will be completed.

In addition to speeding up the progress of the North-South Expressway component projects in the East; important and dynamic projects such as Hanoi Ring Road 4, Ho Chi Minh City Ring Road 3, My Thuan - Can Tho, Bien Hoa - Vung Tau expressways... The Prime Minister suggested studying the immediate construction of a metro or railway line from Long Thanh airport to Tan Son Nhat, and an elevated railway line from Van Cao to Lang Hoa Lac.
