This week, the National Assembly will hold its 9th extraordinary session, taking place from February 12-19.
The opening session will take place at 8:00 a.m. on February 12. After National Assembly Chairman Tran Thanh Man delivers the opening speech, the National Assembly will listen to the report and examine the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more.
During the session, the National Assembly is expected to hear and discuss the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; the draft Law on Promulgation of Legal Documents; the draft Law on Organization of the Government (amended); the draft Law on Organization of Local Government (amended); and the draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.
In addition, the National Assembly will also hear about the investment policy for the Lao Cai - Hanoi - Hai Phong railway project; the draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; the draft Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; specific mechanisms and policies to build a nuclear power plant in Ninh Thuan; and the investment plan to supplement charter capital for the 2024 - 2026 period of the Vietnam Expressway Corporation (VEC).
In particular, the National Assembly will hear the Government representative present a report on the organizational structure of the Government for the 15th National Assembly term. The Prime Minister will also present to the National Assembly a report on the structure and number of Government members for the 15th National Assembly term.
After hearing the examination of the above two reports, the National Assembly will discuss these two contents in groups.
The National Assembly will also discuss the Resolution on the organization of National Assembly agencies; the Resolution on the number of members of the Standing Committee of the 15th National Assembly.
On February 18, the National Assembly will conduct personnel work.
On February 19, the National Assembly will vote on the above important contents.
According to the draft Resolution of the National Assembly, the organizational structure of the Government includes 14 ministries and 3 ministerial-level agencies: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Ministry of Home Affairs; Ministry of Justice; Ministry of Finance; Ministry of Industry and Trade; Ministry of Agriculture and Environment; Ministry of Construction; Ministry of Culture, Sports and Tourism; Ministry of Science and Technology; Ministry of Education and Training; Ministry of Health; Ministry of Ethnic Minorities and Religions; State Bank of Vietnam; Government Inspectorate; Government Office.
Currently, the Government has 27 members including: Prime Minister, 5 Deputy Prime Ministers and Ministers and heads of sectors.
In Resolution No. 27 on the regular Government meeting in January, the Government directed agencies to urgently complete and submit to the Government for promulgation a decree on the functions, tasks and powers of ministries, ministerial-level agencies and government agencies according to the new organizational structure. This must be completed before February 15 to ensure the apparatus goes into operation from March 1.
The National Assembly's agencies are expected to include: Ethnic Council; Committee on Law and Justice; Committee on Economy and Finance; Committee on Culture and Society; Committee on National Defense, Security and Foreign Affairs; Committee on Science, Technology and Environment; Committee on People's Aspirations and Supervision; Committee on Delegation Work.
Currently, the National Assembly's agencies have the Ethnic Council and 9 committees including: Law Committee; Judiciary Committee; Economic Committee; Finance and Budget Committee; National Defense and Security Committee; Culture and Education Committee; Social Committee; Science, Technology and Environment Committee; Foreign Affairs Committee.
Thus, after the arrangement, the number of National Assembly agencies will be reduced by 2 committees.
National Assembly Chairman Tran Thanh Man said that immediately after the extraordinary session, the National Assembly will arrange personnel in agencies and units of the National Assembly; resolve policies after the arrangement; select personnel and officials of the Ethnic Council and committees of the National Assembly in accordance with the spirit of Resolution No. 18 of the Central Committee, which is to select talented and elite people who do substantive work.
