According to the announcement of the Secretary General of the National Assembly released late afternoon on February 17, the National Assembly held a private meeting to listen to Prime Minister Pham Minh Chinh present the Report on the organizational structure of the Government for the 15th National Assembly term and the Report on the structure and number of Government members for the 15th National Assembly term.
The report on the examination of the two Government proposals was also presented to the National Assembly by Chairman of the Law Committee Hoang Thanh Tung.
After listening to the reports, the National Assembly discussed in Delegations the organizational structure of the Government and the number of Government members for the 15th National Assembly term.
Previously, the Government proposed that the National Assembly consider deciding on the organizational structure of the 15th Government term, including 14 ministries and 3 ministerial-level agencies.

Specifically:
1. Establish the Ministry of Finance on the basis of merging the Ministry of Planning and Investment and the Ministry of Finance, basically inheriting the functions and tasks currently assigned to the Ministry of Planning and Investment and the Ministry of Finance and receiving the functions, tasks, organizational structure of Vietnam Social Security, rights, obligations, and responsibilities of the owner's representative for 18 state-owned corporations and groups currently assigned to the State Capital Management Committee at Enterprises for management.
2. Establish the Ministry of Construction on the basis of merging the Ministry of Construction and the Ministry of Transport, basically inheriting the functions and tasks currently assigned to the Ministry of Construction and the Ministry of Transport; transferring the functions and tasks of state management of testing and granting of road motor vehicle driving licenses from the Ministry of Transport to the Ministry of Public Security.
3. Establish the Ministry of Agriculture and Environment on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, basically inheriting the functions and tasks currently assigned to the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment and taking over the task of state management of poverty reduction from the Ministry of Labor, War Invalids and Social Affairs.
4. Establish the Ministry of Science and Technology on the basis of merging the Ministry of Science and Technology and the Ministry of Information and Communications, basically inheriting the functions and tasks currently assigned to the Ministry of Science and Technology and the Ministry of Information and Communications; transferring the functions, tasks, and organizational structure of press and publishing management from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
5. Establish the Ministry of Home Affairs on the basis of merging the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs, performing the current functions and tasks of the Ministry of Home Affairs and the State management function of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, gender equality from the Ministry of Labor, War Invalids and Social Affairs; transferring the State management function of vocational education from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Education and Training; transferring the State management function of social protection, children, prevention and control of social evils (except the State management task of drug addiction treatment and post-drug addiction treatment management to the Ministry of Public Security) from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Health; transferring the State management task of poverty reduction from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Agriculture and Environment.
6. Establish the Ministry of Ethnic Minorities and Religions on the basis of the current Ethnic Minorities Committee and receive the functions, tasks, and organization of the State management apparatus on religion from the Ministry of Home Affairs and supplement and perfect the functions and tasks of State management on ethnic minorities.
7. Maintain the following ministries and ministerial-level agencies: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Government Office; Government Inspectorate; State Bank of Vietnam.
Thus, according to the plan submitted by the Government, in addition to the 8 ministries that will be maintained, 6 new ministries will be established.
Recently, the National Assembly Standing Committee also issued a resolution on increasing the number of deputy ministers and deputy heads of ministerial-level agencies to meet the requirements of staff arrangement after streamlining the apparatus.
Accordingly, the Ministry of Foreign Affairs will be increased by one deputy minister so that the total number of deputy ministers does not exceed 7. The Ministry of Finance and the Ministry of Construction will be increased by 4 so that the total number does not exceed 9. The Ministry of Home Affairs will be increased by two so that the total number of deputy ministers does not exceed 7. The State Bank of Vietnam will be increased by one deputy governor so that the total number does not exceed 6.
Currently, the Government for the 2021-2026 term has 27 members including: Prime Minister Pham Minh Chinh, 5 Deputy Prime Ministers and 21 ministers and heads of sectors.
The 5 Deputy Prime Ministers include: Nguyen Hoa Binh (Permanent); Tran Hong Ha; Le Thanh Long; Ho Duc Phoc; Bui Thanh Son (also Minister of Foreign Affairs).
