The National Assembly's resolution on the construction of nuclear power projects was passed with an almost absolute majority of votes, with 459/460 delegates in favor, showing that the policy of restarting and constructing nuclear power plant projects in Ninh Thuan has achieved a very high consensus from the central to local levels, completing the legal basis to bring this extremely important national project to the finish line on schedule.
According to the report of the Standing Committee of the National Assembly at the recent extraordinary session of the National Assembly, the expected effective date of the Resolution is from the date of its approval by the National Assembly until December 31, 2031.

A very meaningful content is that the Resolution has added the subject of application to Ninh Thuan province. Supporting additional revenue for Ninh Thuan province during this time is extremely necessary in the context that Ninh Thuan finds it very difficult to attract investors, while the province has a low starting point, faces many difficulties, and has very limited resources to implement projects serving socio-economic development.
This supplement is to serve both the socio-economic development of the locality and create favorable conditions for infrastructure development to facilitate the implementation of investment and construction of the Project, including compensation, land acquisition, resettlement and social security in the immediate period. Specific, long-term policies will be assigned to the Government and the People's Committee of Ninh Thuan province to study, promulgate or propose to promulgate.
As the name of the Resolution suggests, the phrase “special mechanism and policy” is used throughout the Resolution. This is meant to affirm the specificity and importance of this mechanism for the Ninh Thuan nuclear power project as well as demonstrate the need for separate mechanisms to implement the project quickly and in accordance with safety, quality and progress requirements, while ensuring legal consistency and the objectives of the Resolution.
Ninh Thuan nuclear power plant is a very large-scale project, the first of its kind in Vietnam, and requires a large amount of resources, so the National Assembly requires mechanisms and policies to ensure the prevention and fight against corruption and waste. The government must have a working group to monitor the implementation of the project.
It can be said that the restart and completion of contents related to investment in the construction of the Ninh Thuan nuclear power project was carried out in a very short time, since the Central Party Executive Committee conference at the end of November 2024.

At the same time, it helps to take advantage of advanced scientific and technological achievements in the development of nuclear energy and renewable energy, gradually reducing dependence on fossil energy.
The National Assembly's Resolution on specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project also strongly affirms Vietnam's implementation of international commitments in working with the international community towards the Net Zero goal by 2050.
At the same time, he affirmed that nuclear power will truly be a driving force to bring Vietnam into a new era.
