On the morning of October 23, Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation leaving Hanoi to attend the BRICS Leaders' Meeting in Kazan, Russia from October 23-24, 2024 at the invitation of Russian President Vladimir Putin, BRICS Chair in 2024.

The official delegation accompanying Prime Minister Pham Minh Chinh on the working trip included: Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; Minister of Industry and Trade Nguyen Hong Dien; Deputy Minister of National Defense, Senior Lieutenant General Vo Minh Luong; Deputy Minister of Public Security, Lieutenant General Le Quoc Hung; Deputy Head of the Central External Relations Commission Truong Quang Hoai Nam; Deputy Head of the Government Office Nguyen Sy Hiep; Deputy Minister of Foreign Affairs Nguyen Minh Hang; Deputy Minister of Planning and Investment Do Thanh Trung; Deputy Minister of Transport Nguyen Xuan Sang; Deputy Minister of Finance Bui Van Khang; Deputy Governor of the State Bank of Vietnam Pham Quang Dung; Vietnamese Ambassador to the Russian Federation Dang Minh Khoi.
The BRICS Leaders' Meeting 2024 is part of the 16th BRICS Summit. The conference, themed "BRICS and the Global South: Building a Better World Together", focuses on discussing strengthening cooperation between BRICS and countries in the Global South to promote new growth drivers such as digital economy, green economy, circular economy, science and technology, innovation, building a balanced, effective, inclusive global governance ecosystem, promoting the role and voice of developing countries.
To date, in addition to the Senior Leaders of the 9 BRICS member countries, about 20 guest countries and 2 international organizations have confirmed their participation, including 24 heads of state attending the 2024 BRICS Summit.
The Prime Minister's working trip to attend the 2024 BRICS Summit takes place in the context of the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation continuing to develop well. This year, the two countries celebrate the 30th anniversary of the signing of the Treaty on the basic principles of friendly relations; in 2025, the two countries celebrate the 75th anniversary of the establishment of diplomatic relations between Vietnam and the Russian Federation.

Prime Minister Pham Minh Chinh’s participation in the BRICS Summit will convey the image of a peaceful, cooperative, developing, dynamic and innovative Vietnam; demonstrate Vietnam’s role and responsible contribution to multilateral mechanisms, in order to contribute to solving global challenges, promoting sustainable and inclusive development, enhancing the role and voice of developing countries in the international arena; and at the same time continue to promote and deepen the cooperative relations between Vietnam and the Russian Federation and other countries.
