On the morning of September 18 (local time), the same evening as Hanoi time, in San Francisco, California, Prime Minister Pham Minh Chinh attended the "Vietnam-US Business Forum on Cooperation in Technology and Innovation".
The forum was organized by the Ministry of Planning and Investment in coordination with the Consulate General of Vietnam in San Francisco and the US-ASEAN Business Council.
Attending the forum were Minister of Public Security, General To Lam; Minister of Foreign Affairs Bui Thanh Son; Minister of Planning and Investment Nguyen Chi Dung; Minister of Industry and Trade Nguyen Hong Dien; Minister of Finance Ho Duc Phoc; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Information and Communications Nguyen Manh Hung; Minister of Health Dao Hong Lan; Minister of Natural Resources and Environment Dang Quoc Khanh; Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh and many leaders of Vietnamese and US enterprises.
At the Forum, Prime Minister Pham Minh Chinh recalled that during his State visit to Vietnam, US President Joe Biden and General Secretary Nguyen Phu Trong announced the upgrading of bilateral relations to a Comprehensive Strategic Partnership. This is a great effort by the two countries’ governments and peoples, including the business community.
Regarding the fundamental factors for businesses to feel secure in investing and developing, Prime Minister Pham Minh Chinh said that Vietnam is building a socialist democracy, a socialist rule-of-law state, and a socialist-oriented market economy. The Prime Minister said that throughout that process, Vietnam takes people as the center, the goal, the subject, the driving force and the resource of development, without sacrificing fairness, social security, and the environment for mere economic growth.
Along with that, Vietnam implements an independent, self-reliant, diversified, and multilateral foreign policy; is a good friend, a reliable partner, and a responsible member of the international community; builds an independent, self-reliant economy associated with proactive, active, and deep international integration, substantively and effectively; and has a defense policy of 4 no's.
The Prime Minister said that after nearly four decades of innovation, openness and integration, Vietnam has achieved many remarkable achievements. The size of the economy reached 409 billion USD; per capita income increased from 160 USD to over 4,100 USD (an increase of more than 25 times). Vietnam has become one of the 20 economies with the largest international trade in the world and among the 40 economies with the largest scale in the world.
In 2022, facing rapid, complex, unpredictable and hard-to-forecast developments in the world and regional economy, with many difficulties and challenges, Vietnam has "turned danger into opportunity" and achieved many important results: GDP growth in 2022 reached 8.02%, the highest in the past 10 years; import-export turnover reached over 732 billion USD, up 9.5%, trade surplus over 11 billion USD; realized FDI capital reached about 22.4 billion USD, the highest in the past 5 years.
Besides, the international community and investors positively assess the growth prospects and business environment in Vietnam.

The Prime Minister said that Vietnam is currently implementing three strategic breakthroughs in institutional improvement, infrastructure development and human resource training, including in the fields of digital technology, energy transition, green transition, circular economy, and sharing economy.
"Vietnam considers the success of investors as its own success. We hope that with a good foundation and favorable momentum for cooperation and development, businesses of the two countries will continue to promote cooperation and investment," the head of the Vietnamese Government emphasized.
With the viewpoint that “resources originate from thinking and awareness; motivation originates from innovation and creativity; strength originates from people and businesses”, the Prime Minister hopes that US businesses will continue to invest in Vietnam, helping Vietnam participate in the global supply chain, especially in the fields of science, technology, and innovation to win together, benefit together, in the spirit of harmonious benefits and shared risks.
Sharing the opinions of the Vietnamese Government Leaders, business representatives from the two countries had an open, frank and substantive exchange about investment cooperation opportunities, focusing on the fields of technology and innovation; wishing to participate in Vietnam's digital transformation process.
Enterprises emphasized that the upgrading of the Vietnam-US relationship to a comprehensive strategic partnership is a great opportunity for businesses. In particular, during the recent meeting in Hanoi, Prime Minister Pham Minh Chinh and President Joe Biden agreed to make technology, innovation and investment truly become new pillars in the bilateral relationship, a strong and positive turning point for businesses of the two countries to cooperate and invest.

Enterprises suggested that the two governments continue to promote connections between people and businesses in production and technology application; develop the fields of technology, innovation, semiconductor technology, remote sensing, artificial intelligence, big data; especially train high-quality human resources to meet demand.
Welcoming the interest of US businesses in the Vietnamese market, the Prime Minister said that "strength comes from the people and businesses", therefore, businesses of the two countries need to take practical actions to concretize the Vietnam-US Comprehensive Strategic Partnership; bring benefits to the country and people of each country; be suitable to the development situation of the two countries, the trend of the times and the legitimate aspirations of the people of the two countries and be suitable to the business strategies of businesses.
The Prime Minister suggested that US businesses realize the US's support for a strong, independent, self-reliant and prosperous Vietnam. In particular, businesses need to focus on the fields of trade, services, science and technology, innovation, especially digital technology and energy transition, circular economy and sharing economy.
With the viewpoint of “the healthy helping the weak, the young helping the old, the rich helping the low-income people” and “putting aside the past, looking towards the future, healing the wounds of war”, the Prime Minister hopes that American people and businesses will come to Vietnam to witness Vietnam’s innovation.
At the same time, Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government is ready to open its doors to all businesses to invest and do business legally, stably and effectively for the strength and prosperity of each country and the well-being and happiness of the people.
“This is the best way to heal wounds, put the past behind us and move towards the future,” said the Prime Minister.
