According to a quick report from the People's Committee of Phu Tho province, as of 10:00 a.m. on September 10, the water level of rivers in the province rose rapidly. The whole province had 1 person dead due to landslide in Ha Hoa district, 2 people injured in Tam Nong and Thanh Thuy districts. 233 houses were damaged by fallen trees, roofs blown off, 4 houses were affected by landslides in Doan Hung district, 2,468 households were evacuated due to flooding; 20 schools were damaged, 6 cultural houses had their roofs blown off; 2,070 hectares of rice, 673.58 hectares of perennial trees were broken...
Regarding the damage to irrigation and dykes, in Ha Hoa district, the Thao River is rising 1.18m above the historical flood level of 1971. Three dyke points are about 5km long, with a spillway length of about 11.5km. Cam Khe district is on the verge of a spillway in Minh Tan and Tuy Loc communes, with a spillway length of about 400m. Two dykes in Thanh Son and Yen Lap districts are broken, causing 350m of riverbank to collapse; 26,500m3 of land on traffic routes is eroded.... The total estimated damage is over 100 billion VND.

According to the forecast of the Ministry of Agriculture and Rural Development, from noon on September 10 to September 11, rivers in the Northern region will experience a flood, causing the water level of rivers flowing through many provinces to continue to rise, with a high risk of flooding in low-lying areas along the rivers; flash floods and landslides on steep slopes in mountainous areas; the risk of natural disasters due to floods is level 3. In particular, at Thac Ba Lake (Yen Bai province), it is currently close to its design capacity, with a high risk of dam failure.
After listening to the reports of ministries, branches and localities, concluding the meeting, the Prime Minister directed ministries, branches and localities to proactively organize and mobilize the entire political system to effectively implement the contents of the 5 telegrams that the Prime Minister directed. The Ministry of National Defense, the Ministry of Public Security and localities organize the provision of food, foodstuffs and necessities to serve the lives of people affected by floods and storms, so that no one is hungry, cold or lacking shelter; the sick must be treated; students must be able to go to school soon...
Regarding the critical situation of some dams such as Thac Ba Lake, the Prime Minister requested to prepare for the worst possible situation; proactively prepare to evacuate households to safe places; Provincial People's Committees and competent agencies prepare plans and issue emergency declarations according to regulations when bad situations occur. The Prime Minister requested the Ministry of Natural Resources and Environment to grasp the situation, forecast natural disasters and floods; advise people and all levels and sectors on response plans.
Receiving the direction of the Prime Minister, Vice Chairman of the Provincial People's Committee Nguyen Thanh Hai requested localities at risk of being affected to be ready to develop plans and evacuate households in affected areas with the highest goal of ensuring the safety of human life.
