Provincial People's Committee holds regular meeting in April 2025

According to the assessment of the Provincial People's Committee, the socio-economic situation in Lao Cai province in the first quarter was basically maintained and developed well. Agricultural production was deployed promptly, ensuring the crop schedule; disease prevention for livestock and poultry was given attention, livestock herds developed stably; work to ensure food hygiene and safety in the province was focused on; the new rural construction program was actively responded to by the people.

Industrial production continued to be maintained, with a value of VND9,568 billion (down 3.2% over the same period); trade and service activities were vibrant, with total retail sales of goods and social service revenue estimated at VND11,400 billion (up 7.1% over the same period); total tourist arrivals reached more than 3 million (up 50% over the same period)...

Total state budget revenue in the province accumulated by the end of March 2025 is estimated at 3,254 billion VND, equal to 33.1% of the estimate assigned by the Central Government and 21% of the estimate assigned by the Provincial People's Committee. Total local budget revenue accumulated by the end of March 2025 is estimated at 7,098 billion VND, equal to 38.1% of the estimate assigned by the Central Government and 31.5% of the estimate assigned by the province.

The fields of culture and information were well implemented; social security work was given attention; education work was promoted; health care ensured medical examination and treatment for the people; security, social order and safety were maintained; foreign relations were maintained; government building and administrative reform achieved many good results.

Regarding the implementation of the organizational arrangement to summarize the implementation of Resolution No. 18-NQ/TW according to the policy in Conclusion No. 121-KL/TW dated January 24, 2025 of the 13th Central Executive Committee, the Lao Cai provincial government reduced 6 departments, 9 sub-departments; 29 divisions under departments and equivalent; 20 divisions under sub-departments; 17 district-level specialized agencies. Issue regulations on the functions, tasks, powers and organizational structure of 11 departments, 1 sub-department under the department; perfect the organizational structure of the Provincial People's Committee Office, the Economic Zone Management Board; perfect the legal position of the Forestry Sub-Department under the Department of Agriculture and Environment. Continue to arrange and consolidate units, ensure good performance of functions and tasks, improve the effectiveness and efficiency of public service units to implement the summary of Resolution No. 18-NQ/TW (in the first quarter of 2025, Lao Cai province reduced 2 public service units under the Provincial People's Committee; 5 public service units under departments, branches and sectors; 2 other organizations; 8 district-level public service units and 1 provincial financial fund).

At the meeting, delegates focused on discussing and assessing the socio-economic development situation in March and the first quarter of 2025; directions and tasks for April and the second quarter of 2025; direction and administration of the Provincial People's Committee in March and the first quarter of 2025. Assessing the progress of drafting legal documents of the province; contents of new legal documents of the Central Government and the province that have just been issued or are about to take effect; reporting on the results of implementing 10 key tasks of the province in 2025; discussing the growth scenario of over 10% in 2025; reporting on the progress of eliminating temporary and dilapidated houses and supporting the repair of housing damage caused by storm No. 3 in the province.

Speaking at the meeting, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized: The growth indexes in the first quarter were at a good level but did not meet expectations, especially the low growth rate of the industrial and construction sector. Therefore, in the second quarter, all levels and sectors need to take drastic actions, continue to remove difficulties and obstacles; focus on implementing 10 key tasks of the Provincial People's Committee; strive for a high growth target in the second quarter to make up for the first quarter and strive for a budget revenue of 15,500 billion VND in 2025. In addition, it is necessary to focus on preparing and organizing well the Party Congresses at all levels.

The Provincial Party Secretary requested the tax authority to coordinate well with agencies and units in the province to strengthen collection management, prevent tax loss and evasion, handle tax arrears; calculate tax collection for sidewalk use; and collect tax from homestays.

Agencies, units and localities shall strengthen the management of state budget expenditures, limit expenditures arising outside the assigned budget; effectively and economically manage and use public assets; review and develop plans for purchasing equipment for medical examination and treatment.

For key projects and works: It is necessary to speed up the implementation of the Lao Cai - Hanoi - Hai Phong railway project and the Lao Cai - Vinh Yen 500kV line, but must ensure the provisions of the law, especially the strict control of statistics and compensation. At the same time, speed up the implementation of the following projects: Sa Pa Airport; the road bridge project across the Red River at the Bat Xat (Vietnam) - Ba Sai (China) border; the Bat Xat 220kV transformer station; the Kim Thanh - Ngoi Phat road...

Continue to research and remove difficulties in the mining sector to provide raw materials for factories, contributing to promoting industrial growth.
