The conference was connected online to 63 provinces and centrally-run cities. Attending at the Tay Ninh bridge were Mr. Nguyen Hong Thanh - Acting Chairman of the Provincial People's Committee, along with leaders of departments, branches and sectors.
More than 3,600 billion VND to implement national target programs
In Tay Ninh, the implementation of national target programs in the province has been basically completed as planned in all three programs (socio-economic development program for ethnic minority and mountainous areas; sustainable poverty reduction; new rural areas), bringing positive results, improving socio-economic conditions and people's lives.
In the 2021-2025 period, more than VND 3,600 billion will be used to implement national target programs (including VND 764 billion from the central budget and VND 2,875 billion from the local budget); it is estimated that more than VND 3,540 billion has been disbursed, reaching 98% of the plan.
Regarding the socio-economic development program for ethnic minority and mountainous areas, the number of poor households in ethnic minority areas in 2025 decreased by 22/56 households compared to 2021, completing the assigned target. According to the results of the poverty household review in 2023, there are still 16 poor ethnic minority households in the province.
The implementation of the program in the province has been basically completed as planned, creating momentum for economic development, ensuring social security; improving the lives of ethnic minorities, gradually narrowing the gap in living standards and income of ethnic minorities compared to the average living standards of the province.
The sustainable poverty reduction program achieved the target of implementing the goal of multidimensional, inclusive, and sustainable poverty reduction; limiting poverty relapse and poverty emergence; supporting the poor and poor households to overcome the minimum living standard, access basic social services according to multidimensional poverty standards, and improve the quality of life; the rate of households falling back into poverty over the years was very low, of which 4 households fell back into poverty and 14 households fell back into near-poverty.
The multidimensional poverty rate of the province by the end of 2024 will be 0.45%, meeting the set target. The province strives to have the poverty rate below 1% by the end of 2025; the whole province will have 335 poor households, accounting for 0.1%; the average income of poor households will increase due to the effectiveness of projects and sub-projects under the program.
Regarding the National Target Program on New Rural Construction (NTM), the province currently has 71/71 communes meeting NTM standards, reaching 100%; 26/71 communes meeting advanced NTM standards, reaching 36.6%; 4/71 communes meeting model NTM standards, reaching 5.6%; 1 district-level unit meeting standards/completing the task of building NTM.
Essential infrastructure at the commune level has received investment attention (transportation, schools, medical stations, cultural facilities...) changing the face of the countryside, creating a foundation for socio-economic development of many communes.
The development of high-tech agriculture in the province has initially achieved certain results, many high-tech agricultural production models have been implemented effectively by organizations and farmers; the project of the High-tech Agricultural Production Zone in Tan Chau district has been built and the project of the High-tech Agricultural Production Zone in Tay Ninh province has been implemented.
By 2025, Tay Ninh will eliminate 100% of poor households.
The Provincial People's Committee said that before April 30, 2025, the province will complete 172 houses for policy households, temporary houses, and dilapidated houses. Implementing projects under the program, in 2025, the province is determined to eliminate 100% of poor households according to the Central standards (including 335 households), achieving the goal of Tay Ninh having no more poor households.
In order for the national target programs for the 2021-2025 period to be highly effective and strive to complete the goals of the 2025 plan and the 2021-2025 period, the province directs all levels and sectors to focus on developing synchronous basic socio-economic infrastructure, ensuring rural-urban connectivity and regional connectivity; promoting the restructuring of the agricultural sector to develop comprehensively, sustainably and modernly, associated with the task of building new rural areas, sustainable poverty reduction and improving the material and spiritual life of people in rural areas and ethnic minority areas.
In addition, orienting areas for developing high-tech agriculture and organic agriculture associated with infrastructure investment to promote the development of a number of specialized production areas for high-quality fruit trees, contributing to digital transformation in agriculture; preserving and promoting traditional cultural values associated with the development of rural tourism economy; maintaining security, social order and national defense in rural areas.
All levels and sectors shall promote propaganda work; strengthen and diversify capital sources mobilized to implement programs; guide and urge localities to proactively integrate capital sources from targeted support programs and projects in the area according to regulations...
Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized the synchronous implementation of solutions to maintain and improve the quality of achieved targets, make efforts to complete unachieved targets, and strive to complete the goals assigned by the National Assembly.
The Deputy Prime Minister assigned specific tasks to each ministry, sector, and locality to thoroughly resolve difficulties related to the institutional implementation of national target programs. In particular, the Ministry of Ethnic Minorities and Religions urgently clarified the contents of the proposed amendments and supplements to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister.
The Ministry of Finance shall summarize and evaluate the National Assembly's resolutions related to mechanisms, policies, and approval of national target programs; review, research, and propose amendments and supplements to regulations on management and implementation of programs in the direction of simplifying procedures, increasing decentralization, and promoting the initiative and self-responsibility of program owners and program management agencies.
