Explaining the need to issue a National Assembly Resolution piloting a number of policies to remove obstacles in science, technology and innovation activities, the General Secretary stated that when difficulties pile up, waiting to amend a number of laws, especially the Law on Science and Technology according to the program, the fastest time would be the end of 2025. The implementation of Resolution 57 would be delayed. "The spirit of the resolution has been issued but has not been institutionalized by the legal system, so we propose that there must be an urgent document to bring the resolution into life and make it meaningful."
However, in response to the delegates' opinions on the name of the Resolution, the General Secretary said that this is not only to resolve but also to promote and encourage development, and it is necessary to continue to research and absorb the issues raised by the delegates.
Considering that “the scope of these problems is too large, touching anything is difficult, difficult due to our regulations”, according to the General Secretary, this is also a lesson to see that the institution is the bottleneck, if the institution is not removed, it cannot enter life. Choosing the form of resolution is also a way to urgently remove the bottleneck and therefore “the National Assembly must have this extraordinary session to resolve these unusual problems”.
He shared, “listening to the delegates speak like that, I feel very deeply about that”, and at the same time suggested urgently putting these Resolutions into practice. Reviewing this is just the first step. The Government agency, based on the synthesis of agencies, people, and businesses, has systematized these are some of the issues that need to be focused on solving. The scope of the resolution sets out 3 groups for orientation and focused resolution.
If we do not focus but expand and go into details of specific issues, we will not be able to regulate everything, leading to the spirit of "running and lining up at the same time", the General Secretary expressed.
When asked why everyone sees the value and necessity of science and technology development, he quoted a delegate as saying, “It is extremely difficult and has many problems.” Amending the Law on Science and Technology alone is not enough to promote the development of science and technology.
The General Secretary pointed out that the Law on Bidding “has problems”, “bidding does not encourage buying expensive things, just looking for the cheapest thing, like that we will become a dumping ground for science and technology, people even think our science and technology is backward”.
According to General Secretary To Lam, if we are behind, we must know how to take shortcuts and stay ahead of science and technology. Otherwise, if we "follow others, we will always be behind". But according to the provisions of the Bidding Law, we will get stuck, because "bidding only cares about money and cheap prices". If we are still only concerned with cheap prices, when will we be able to recover enough capital to progress at the same speed as the world?, the General Secretary asked.
The General Secretary also pointed out that in reality, some economies that have recently entered science and technology but have not been able to develop are due to old capital, and are struggling to recover new capital to improve and introduce new science and technology. "We should not repeat this mistake now."
In addition, the General Secretary mentioned public investment, private investment, public-public cooperation, and public-private cooperation, saying that this relationship must take into account efficiency and avoid being mechanical.
Talking about tax exemption, in 2024, 200 billion VND will be exempted from tax, but the revenue is 300 billion VND higher than the previous year without tax exemption. According to General Secretary To Lam, if tax exemption brings in more revenue, then it must be exempted.
“The other day at the Government meeting, I was very moved when the Prime Minister talked about tax exemptions and tax reductions to encourage development, then reduced bank lending interest rates. If banks keep interest rates at 5-7% like that, people will not borrow money anymore, people will not produce and do business, and the whole society will not develop. Now that interest rates are low, more people will borrow, and maybe even more loans will be made. With more people borrowing, you will collect interest, although the rate is low, the total interest of the bank is greater,” he said.
The General Secretary analyzed that incentive policies must be regulated in such a way as to encourage them, not just worry about collecting many fees and collecting them thoroughly. These policies must be reflected in the law.
According to the General Secretary, to meet development requirements, barriers must be removed, everyone must implement and move in the same direction. Our goal must be to encourage, not just remove.
“Science is a wild land, whoever enters and succeeds will win big”, expressing this point of view, the General Secretary said, if we do not take risks and wait for fullness, we will not be able to do it. Resolution 57 has seen and has a policy on this issue. The immediate task is to amend the Law on Science and Technology, then continue to amend other laws to be consistent and close to the requirements of reality. To enter life, we must renew our thinking, renew our ways of doing things, look directly at the problems of reality to find ways to solve them./.
