On the morning of February 13, 2025, at the Ministry's headquarters, the Ministry of Home Affairs held a conference to appraise the Project to establish An Hoa town in An Lao district and the Project to establish wards in An Nhon town and establish An Nhon city in Binh Dinh province. Deputy Minister Vu Chien Thang chaired the conference.
Attending the Conference were leaders of the Department of Local Government, Ministry of Home Affairs; members of the Appraisal Council representing relevant Central Ministries, Departments and Branches; representatives of leaders of relevant departments, branches and district People's Committees of Binh Dinh province.

According to the Project to establish An Hoa town in An Lao district, Binh Dinh province, it is proposed to establish An Hoa town on the basis of the original status of 41.16 km2 of natural area, population of 12,742 people and 09 villages of An Hoa commune.
The establishment of An Hoa town ensures the conditions stipulated in the Law on Organization of Local Government and the Law on Planning, meets the criteria for establishing a town as stipulated in the Resolution of the National Assembly Standing Committee; ensures the requirements of national defense, security, order and social safety. Along with that, promoting the available potential and advantages to promote socio-economic development, improve the quality of life of the people of An Hoa commune in particular and An Lao district in general.
The establishment of An Hoa town has a high consensus of the local people; does not disrupt people's lives, ensures solidarity, preserves the history and long-standing cultural traditions of the locality.
Regarding the Project to establish wards in An Nhon town and establish An Nhon city, Binh Dinh province proposed to establish 06 wards in An Nhon town on the basis of the original natural area and population size of 06 communes: Nhon Loc, Nhon An, Nhon Phuc, Nhon Hau, Nhon Tho, Nhon Phong. Establish An Nhon city in Binh Dinh province on the basis of the original 244.49 km2 of natural area and population size of 208,396 people of An Nhon town.
After establishing 06 wards of An Nhon town and establishing An Nhon city There is no change in natural area, population size and number of commune-level administrative units compared to An Nhon town, but there is an increase of 06 wards and a decrease of 06 communes (from 10 communes, 05 wards to 04 communes, 11 wards).
Binh Dinh province affirmed that the establishment of 06 wards in An Nhon town and the establishment of An Nhon city in Binh Dinh province is necessary, creating new momentum to contribute to accelerating the speed of socio-economic development, shifting economic structure, enhancing the effectiveness of state management, ensuring national defense and security, strongly promoting the role of the functional urban area of industry, tourism, trade and services in the South of Binh Dinh province, positively impacting the socio-economic development of the locality, accelerating the urbanization process of Binh Dinh province and the South Central Coast region; at the same time, meeting the aspirations of the Party Committee, government and people in Binh Dinh province and An Nhon city.
Speaking at the Conference, delegates said that the establishment of An Hoa town in An Lao district; the establishment of wards in An Nhon town and the establishment of An Nhon city in Binh Dinh province have ensured the conditions, standards; procedures, records, projects... according to regulations. The People's Committee of Binh Dinh province has developed the Project and organized to collect voters' opinions, passed by People's Councils at all levels with very high approval.
The delegates requested Binh Dinh province to arrange and allocate the use of working offices and the number of cadres, civil servants, non-professional workers, agencies, units, etc. in An Hoa town, 06 (new) wards and An Nhon city to ensure compliance with regulations. The conversion of documents for people, organizations and businesses must be done in the fastest and most convenient time.

Concluding the Conference, Deputy Minister Vu Chien Thang highly appreciated the proactive spirit of Binh Dinh province in developing the Project, the content of the dossier, and the Project in accordance with the correct order and procedures.
Deputy Minister Vu Chien Thang requested the Department of Local Government to coordinate with the Department of Home Affairs of Binh Dinh province and relevant units to receive and complete the Projects according to the requirements of the Appraisal Council to submit to competent authorities for consideration and decision. At the same time, Binh Dinh province was requested to carefully review and ensure the accuracy and consistency of data between the Submission, Project and attached appendices.
