Quick announcement of the results of the 9th Conference of the 13th Party Central Committee

On the morning of May 30, comrade Doan Minh Huan, member of the Party Central Committee and Secretary of the Provincial Party Committee, chaired an expanded meeting of the Provincial Party Committee to quickly announce the results of the 9th Conference of the 13th Party Central Committee.

Attending the conference were comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee; leaders of the Provincial People's Council and People's Committee; secretaries of the Party Executive Committee and Party delegation in the province; heads of departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level; secretaries of district, city and provincial party committees; chairmen of district and city people's committees; members of the Provincial Party Committee's Inspection Commission.

Directly informing the key cadres about the key contents of the 9th Conference of the 13th Party Central Committee, Secretary of the Provincial Party Committee Doan Minh Huan said: The Conference will take place from May 16 to 18, 2024, in Hanoi, under the chairmanship of General Secretary Nguyen Phu Trong, to discuss and give opinions on the following contents: Detailed outline of the Political Report of the 13th Party Central Committee at the 14th National Congress of the Party; Detailed outline of the Report on 5 years of implementing the 10-year Socio-Economic Development Strategy (2021 - 2030), the 5-year Socio-Economic Development Plan, period 2026 - 2030; Outline of the Report summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Congress of the Party; Project to summarize Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo and the draft Directive of the Politburo on Party Congresses at all levels towards the 14th National Party Congress; Report on the results of inspection, supervision and Party discipline enforcement in 2023, directions and tasks for 2024; personnel work and a number of other important issues.

The Party Central Committee discussed and reached high consensus on the guiding ideology and orientation to complete the outline and draft documents to be submitted to the 14th National Congress of the Party, especially the new points in viewpoints, goals, breakthroughs, and key tasks. At the same time, it emphasized that the draft documents must be truly worthy of being submitted to the Congress, demonstrating the will and strength to rise up of the entire Party, people, and army in the new development period; correctly identifying the policies, orientations, and major decisions.

The process of preparing documents must be based on the results of implementing the Resolution of the 13th National Congress; the resolutions of the Central Committee; summarizing 40 years of renovation, 15 years of implementing the Party's Charter and Platform (supplemented and developed in 2011)... and the practical situation of the country to objectively, scientifically and comprehensively assess the issues; correctly determine the viewpoints, guiding thoughts, directions, goals, tasks and main solutions, especially the key tasks and strategic breakthroughs for the next term.

The Party Central Committee requested the Document Subcommittees to seriously absorb the opinions of the Conference, promptly complete the Outlines, ensure consistency between the reports, especially in terms of topics, viewpoints, guiding ideas and general goals; on that basis, promptly start drafting documents in a concise, succinct, clear, easy to understand, easy to remember, easy to implement and easy to check manner.

Regarding the preparation of Party Congresses at all levels towards the 14th National Congress of the Party: The Party Central Committee highly appreciated the preparation of the Submission and Project summarizing the implementation of Directive No. 35, dated May 30, 2019 of the Politburo and the draft Directive of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party. The Central Committee determined that this is an important task that needs to be implemented soon in the spirit of continuing to innovate in a practical and effective direction.

Promoting the spirit of responsibility and frankness, the Central Committee has thoroughly researched, discussed, and contributed many practical, specific, comprehensive, and profound opinions to the Report and draft Directive of the Politburo, focusing on clarifying the purpose, requirements, and content of Party Congresses at all levels and the work of preparing personnel and electing Party Committees, especially the review, selection, introduction, and election of truly worthy and qualified personnel who meet the requirements and tasks in the new situation; the ratio of young cadres, female cadres, and ethnic minority cadres of provincial and municipal Party Committees; standards and ages for participating in provincial and municipal Party Committees, etc.

The Party Central Committee assigned the Politburo to urgently direct the early completion and issuance of the Directive to guide the entire Party to prepare for and successfully conduct Party congresses at all levels and the 14th National Congress of the Party.

The 9th Central Conference of the 13th Party Central Committee is a very important milestone on the path of prosperous and everlasting development of our country and our people; encouraging, cheering, motivating, and orienting our entire Party, people, and army to be proud and confident under the glorious flag of the Party, to continue to firmly adhere to the goal of national independence and socialism, to comprehensively and synchronously promote the renovation process, to rapidly and sustainably develop the country, to firmly defend the Fatherland, to build an increasingly rich, democratic, prosperous, civilized, and happy Vietnam; to strive to successfully achieve the goals by 2030 when our Party turns 100 years old and by 2045 when the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, turns 100 years old.
