Monitor and urge the settlement of voters' petitions

Regarding the petitions sent by voters after the 6th Session of the 15th National Assembly, the Petition Committee has compiled 924 petitions from voters. After reviewing and classifying, the Petition Committee has promptly forwarded the petitions to competent authorities for settlement in accordance with the provisions of law. The Petition Committee will monitor and urge voters to resolve and respond to their petitions on time.

Meanwhile, regarding the work of receiving citizens; receiving and handling petitions from the National Assembly and its agencies, the National Assembly Delegation received 592 people coming to complain, denounce, petition, and reflect on 597 cases, and there were 31 large delegations. Through receiving citizens, documents were issued to forward citizens' petitions to competent agencies for settlement in 73 cases; written instructions were given in 16 cases; and citizens were explained, guided, and persuaded to comply with the law in 508 cases.

The agencies of the National Assembly and the National Assembly Delegation have received and processed 4,829 complaints, denunciations, recommendations and reflections sent by citizens; of which 951 were eligible for processing, 3,878 were not eligible for processing and were archived according to regulations. After studying 951 eligible petitions, 585 petitions were transferred to competent agencies for settlement, 157 guiding documents were issued, and 77 petitions are being studied, 132 petitions that have been resolved beyond their authority and in accordance with the law have been archived and 271 responses have been received from competent agencies. Through the work of handling petitions, the agencies of the National Assembly and the National Assembly Delegation have been and are supervising 9 cases.

Regarding 8 cases of mass complaints and denunciations from localities in Hanoi and Ho Chi Minh City, the Petition Committee recommends that the National Assembly Standing Committee request the Government and the Prime Minister to direct the People's Committees of the provinces and cities: Hanoi, Ba Ria-Vung Tau, Hai Duong, Tien Giang and Vinh Phuc to continue directing competent agencies to inspect, review and resolve the cases. For cases that have been reviewed and reviewed many times, it is recommended to closely coordinate with the Central agencies to propagate and mobilize citizens to comply with the decisions that have come into legal effect.

Regarding the 5 cases with signs of complications in security and order in 4 localities, it is proposed to direct the People's Committee of Hanoi and the People's Committees of Hung Yen, Lam Dong and Nghe An provinces to preside over and coordinate with the Government Inspectorate and relevant agencies at the central level to organize receptions and dialogues at the localities, direct competent agencies to accept and issue decisions to resolve (if they still have authority); organize reviews and re-reviews if there are grounds. Information and results of the resolution are requested to be urgently reported to the National Assembly Standing Committee.

Regarding the responsibility of receiving, verifying and responding to voters' petitions related to the tasks of the Public Security force, according to Deputy Minister of Public Security Le Quoc Hung, the Ministry of Public Security has received and responded to 100% of them, with no petitions overdue. The Ministry of Public Security has responded to 72/72 petitions and requests sent to the Standing Committee of the National Assembly in accordance with the provisions of law. All cases have been verified and responded to very clearly, going straight to the point and the request.

Mr. Truong Xuan Cu - National Assembly Delegate of Hanoi said that in reality, it is difficult to resolve all the petitions of voters; however, for clear, specific and correct cases, ministries and branches must be urged to handle them immediately. Regarding the settlement of complaints and denunciations, and providing evidence, Mr. Cu said that in Hanoi, there are many cases that have been resolved, with conclusions from competent authorities, even judgments from the Court, but people still continue to petition. There are many cases with a resolution document from Hanoi stating that "the problem is resolved and handled in accordance with the provisions of the law" but people still come to petition. Therefore, Mr. Cu recommended that agencies must be urged to thoroughly resolve petitions, complaints and denunciations. As for the issues that have been resolved, it is necessary to propagate them so that people understand and implement them to avoid lawsuits and large gatherings.

Mr. Le Nhu Tien, member of the 13th National Assembly, also said that the legal provisions clearly stipulate the responsibilities of agencies in receiving petitions sent by voters and citizens. Therefore, it is necessary to urge, monitor and inform the people about the settlement process of the competent agencies. In addition, it is necessary to add sanctions to the Law on Organization of the National Assembly, the Law on Civil Servants, the Law on Public Employees, the Law on Complaints, and the Law on Denunciations for delays in resolving petitions of voters, complaints and denunciations of citizens.

Regarding the petitions that have been resolved but still require resolution, Mr. Tien stated that there are many petitions and complaints that have been resolved at the competent authority but the people are still not confident and satisfied, so they complain to a higher authority. In this case, the authority that resolves the petitions must invite the people to explain that they have resolved the matter within their authority according to the provisions of law.

“For example, according to regulations, the Chairman of the Provincial People's Committee resolves this issue. If it is sent to the central level, the petition will be sent back to the provincial level to request that it be resolved. Therefore, we must closely follow up to respond to citizens, propagate to help people understand, avoid complaints at higher levels, causing more trouble for central agencies and security and order. If people do not understand, explain many times so that they understand and limit the prolonged complaints and denunciations at higher levels,” Mr. Tien expressed.
