At the meeting explaining the settlement of voters' petitions since the beginning of the term held by the Standing Committee of the Hanoi People's Council on the afternoon of June 14, delegates asked departments and branches to answer many urgent issues of the people.
At the same time, the City People's Committee has made many innovations and promptly responded to many issues raised by voters. However, there are still recommendations that have not been satisfactorily answered.

Delegate Ho Thi Van Nga, Head of the Economic - Budget Committee of the Hanoi People's Council, said that of the 300 recommendations in the economic and budgetary field, 50 had unclear answers and incomplete content, 127 had unclear progress in resolution, and there are still 101 contents of voters' recommendations that need to be thoroughly resolved.
Pointing out some recommendations that the departments and branches have not yet responded satisfactorily, Ms. Nga cited the recommendations of the residents of the G4 apartment building in Trung Hoa Ward (Cau Giay District), voters in the CT6 and 16B Nguyen Thai Hoc apartments (Ha Dong District), or residents of the HH Linh Dam apartment building (Hoang Mai District) regarding the issuance of land use right certificates (commonly known as red books), ensuring the rights of the people when investors violate... and was not satisfied with the responses of the departments and branches.
Therefore, Ms. Nga asked the Hanoi Department of Natural Resources and Environment to let her know what it would do to resolve the voters' petitions. In addition, Ms. Nga also said that the project to expand and complete the Lang - Hoa Lac road has been going on for a long time, but the investor, Vinaconex Company, still owes people money for land clearance and temporary residence. When will this problem be resolved?
Responding to delegates, Director of the Department of Natural Resources and Environment Le Thanh Nam said that currently, Hanoi has 206 projects that are still stuck due to planning violations, arbitrary conversion of functions, financial obligations, etc. The city has directed that it will carry out the granting of land use right certificates to people in parallel with handling violations by investors.
"The 206 projects mentioned above have about 62,000 apartments. The Department has reported to the City People's Committee to issue land use right certificates in advance for 33,000 apartments built according to planning. The remaining 29,000 apartments built in violation of planning are awaiting processing. The Government Inspectorate has stepped in to investigate this matter," Mr. Nam added.
According to the Director of the Hanoi Department of Natural Resources and Environment, the Government Inspectorate has reported to the competent authority for guidance on whether to allow the existence of the constructions or not, and how to punish the violating constructions. "The Department will closely follow the Government Inspectorate to promptly resolve the voters' petitions," said Mr. Nam.
Regarding the people's petition related to the project to expand and complete Lang - Hoa Lac road, according to Mr. Nam, some households handed over land but the plan was wrong, so the authorities had to reconsider.
The Government Inspectorate and the Ministry of Natural Resources and Environment Inspectorate will soon have a conclusion and the department will closely follow the relevant authorities to remove the backlog.
