Regarding the results of monitoring the settlement of voters' petitions, the People's Petition Committee found that, based on the results of settlement and response to voters' petitions by competent agencies; opinions of National Assembly delegations on the assessment of the settlement of voters' petitions and the results of working with a number of ministries and branches, the People's Petition Committee found that the settlement and response to voters' petitions had limitations that affected the legitimate rights of voters and the effectiveness of implementing the State's preferential policies.
For example, although Decision No. 90 of the Prime Minister stipulates that “low-income workers” are the subjects receiving support under the project “Developing vocational education in poor and disadvantaged areas”; but because the Ministry of Labor, War Invalids and Social Affairs is still confused and slow to issue guidelines for determining “low-income workers”, localities have no basis for implementation, while the implementation time of Decision No. 90 is only more than 1 year.
In addition, the vaccine shortage has been occurring since the end of 2022. By September 2024, it has not been completely resolved, leading to many children not being vaccinated on schedule, not getting enough doses, and being at high risk of infection.
On that basis, the Petition Committee recommends that the Ministry of Health take drastic measures to ensure adequate and timely supply of vaccines in the Expanded Immunization Program. Assess the impact when children are not vaccinated on schedule or have not received enough doses, especially for vaccines that are indicated for children immediately after birth, and propose solutions to overcome them; consider the responsibility for the vaccine shortage that has occurred in the past.
Along with that, assess the situation of measles, diphtheria, whooping cough and its relationship with vaccine shortage in localities; forecast the development of the epidemic situation in the coming time.
The Petition Committee also pointed out that, according to the provisions of Decree No. 60, the roadmap for calculating public service prices will basically be completed by the end of 2021. According to Decree No. 96 detailing a number of articles of the Law on Medical Examination and Treatment: "Medical examination and treatment facilities shall continue to pay for medical examination and treatment costs according to regulations issued or approved by competent authorities until new regulations are issued but no later than December 31, 2024." To date, the Ministry of Health has not issued full guidance documents under its authority on pricing methods and specific prices for medical examination and treatment services while there are only nearly 3 months left until the deadline for applying new medical examination and treatment service prices.
Particularly regarding the adjustment of monthly allowances for youth volunteers who have completed their duties in the resistance war, the Petition Committee assessed that the regime for youth volunteers who have completed their duties in the resistance war has not been adjusted to increase in a timely manner due to disagreements in the responsibility for advising and formulating policies between the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs.
The Petition Committee recommends that the Government assign a presiding agency to urgently advise and develop a document for the Government to issue guiding the adjustment of monthly allowances for youth volunteers who have completed their tasks in the resistance war.
Regarding the promulgation of policies and regimes for preschool teachers, the Petition Committee found that, although the Prime Minister assigned the task since 2017, the Ministry of Education and Training has not yet promptly advised on the development and promulgation of policies and regimes for preschool teachers who joined the industry in the 1960s and 1970s, and who have retired after 20-30 years of work and are not entitled to the State's policies and regimes. Therefore, it is recommended that the Ministry of Education and Training promptly research and develop and submit to the Government regulations on policies and regimes for preschool teachers who have retired and are not entitled to the regime.
In addition, the repair and remediation of damages in Dong Thap province due to the construction of the My Thuan - Can Tho expressway has not been completed, although according to the written response to voters, the Ministry of Transport stated that it had directed to resolve the issue. This is a petition that voters of Dong Thap province have continuously sent to the sessions: 5th, 6th and 7th, of the 15th National Assembly. Therefore, it is recommended that the Ministry of Transport direct the thorough remediation of damages in Dong Thap due to the construction of the My Thuan - Can Tho expressway.
Regarding the amendment and supplementation of regulations on support policies for students in extremely disadvantaged areas and students in ethnic boarding schools, since the 7th Session of the 14th National Assembly up to now, voters in many localities have requested the Ministry of Education and Training to research and advise on the amendment and supplementation of Decree No. 116 regulating support policies for students and general schools in extremely disadvantaged communes and villages and Joint Circular No. 109 on guiding a number of financial regimes for students in ethnic boarding schools and ethnic preparatory schools.
Decree No. 116 was issued more than 8 years ago, Joint Circular No. 109 was issued more than 15 years ago, but support policies for students and high schools in especially disadvantaged communes and villages, students in ethnic boarding schools and ethnic preparatory schools have been slow to be amended and supplemented. This is also the opinion of voters that has lasted through the terms of the National Assembly. Therefore, it is recommended that the Ministry of Education and Training fulfill its commitment to the deadline promised to voters.
Based on the results of monitoring the settlement and response to voters' petitions sent to the 7th Session of the 15th National Assembly, the Petition Committee and the Standing Committee of the National Assembly proposed that the Government and the Prime Minister pay attention to directing a number of issues that voters are currently interested in. Specifically, directing the Ministries of Education and Training; Transport; Home Affairs; Labor - Invalids and Social Affairs; and Health to have solutions to overcome shortcomings and limitations in settling voters' petitions sent to the 7th Session of the 15th National Assembly.
The results of the supervision of the settlement of voters' petitions will be officially reported to the National Assembly at the Opening Session of the 8th Session of the 15th National Assembly (October 21).
