Turning political will into concrete results

Right from the beginning of its term, the 15th National Assembly has thoroughly grasped the Party's orientation on legislative work and institutional reform. General Secretary To Lam emphasized that it is necessary to turn institutions from "bottlenecks" into competitive advantages - the development and promulgation of laws must be timely and closely follow reality to avoid "delays and missed opportunities". This is also the guiding principle for the National Assembly's actions: to proactively improve and strongly reform to create a favorable environment for national development.

In that spirit, the National Assembly and its deputies have been working with the utmost determination, racing against time to materialize the General Secretary’s directives. The key contents of the two revolutions that the Party is leading - streamlining the political system and developing science and technology, innovation associated with digital transformation - have all been resolutely included in the agenda.

Implementing the direction of General Secretary To Lam on accelerating the removal of institutional obstacles, promoting digital transformation, administrative reform and mobilizing resources for science and technology, the National Assembly quickly adjusted the legislative program, adding urgent draft laws at the request of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation to the agenda, ensuring that the Party's new policies are institutionalized promptly and without delay. Important contents such as allocating at least 3% of the budget for science, technology, innovation and digital transformation development will also be submitted to the National Assembly for consideration and decision at the upcoming session. All of this demonstrates the spirit of "saying goes hand in hand with doing", closely following the direction of the Party leader to turn political determination into concrete results.

Unprecedented workload at a session of the National Assembly

The planned agenda of the 9th Session of the 15th National Assembly reflects a huge amount of work with many tasks being carried out simultaneously for the first time. National Assembly deputies will have to focus their intelligence and time on many important and outstanding contents such as:

Reviewing and supplementing the 2013 Constitution: This is an important task, expected to take up 2 days of the Session. Amending the Constitution after 10 years requires a strategic vision, aiming to update the highest legal foundation of the country to suit the new situation, especially creating a constitutional basis for streamlining the apparatus and other major reforms.

It is expected that 30 laws and 7 resolutions will be passed. This is a record number of bills and resolutions submitted to the National Assembly for consideration and approval at a single session so far. The laws passed cover many areas, from economics and finance (such as the Law on Special Consumption Tax, the amended Law on Corporate Income Tax, etc.) to education and labor (Law on Teachers, the amended Law on Employment, etc.), from state administration (Law on Organization of Local Government, Law on Cadres and Civil Servants (amended), etc.) to science and technology (Law on Personal Data Protection, Law on Digital Technology Industry, etc.). This demonstrates the determination to remove all institutional barriers in all areas, create an open and transparent legal corridor, and turn policies and laws into development drivers. Seven important resolutions will also be considered and issued by the National Assembly, including a resolution on merging provincial administrative units to streamline the apparatus, and specific mechanisms and policies to remove obstacles for socio-economic development in key areas and localities.

Commenting on 6 other draft laws: The draft laws on personal data protection, science, technology and innovation, state of emergency... submitted to the National Assembly for comment will also lay the foundation for further reforms, especially in the fields of digital transformation, data security management and promoting innovation. These are all new and complex fields, demonstrating the National Assembly's forward-looking vision for the development trends of the country and the world.

Review and decide on a series of other important socio-economic, budget, supervision and organizational issues: The National Assembly will assess the results of the implementation of the socio-economic development plan for 2024 and the first months of 2025, decide to adjust a number of important economic indicators and policies (such as reducing value-added tax (VAT) in the last 6 months of 2025 to support businesses and people) . The National Assembly will also approve the 2023 budget settlement, review reports on thrift practice, anti-waste and gender equality, ensuring that sustainable development goals are closely monitored. At the same time, decisions on adjusting the National Land Use Plan to 2030, investment policies for important infrastructure projects (such as the Quy Nhon - Pleiku expressway) will also be submitted to the National Assembly for consideration and decision to create a foundation for regional and inter-regional economic growth. In particular, the National Assembly will consider establishing a National Election Council to prepare for the upcoming general election, ensuring that the state apparatus is well-organized, streamlined and effective.

It is expected that the National Assembly will spend 1.5 days on the question and answer session with members of the Government , showing that the National Assembly attaches great importance to the supervision work and is ready to work overtime to clarify the burning issues that voters are interested in. Reports summarizing the opinions and recommendations of voters nationwide sent to the session will also be presented and listened to in full, demonstrating the spirit of being close to and respecting the people of the National Assembly.

It can be said that each of the above contents is extremely important, requiring the National Assembly to work with unprecedented intensity and efficiency. This huge amount of work is a test of the mettle, intelligence and sense of responsibility of the 15th National Assembly. However, looking at the careful preparation, high determination, and early preparation of the Nationalities Council and the National Assembly Committees in the past time, demonstrated through survey activities, listening to the opinions of experts, scientists, subjects affected and adjusted by bills, draft resolutions and continuous meetings to study, examine and perfect bills and draft resolutions, voters nationwide can trust that the National Assembly will excellently fulfill its mission, creating historic decisions to bring the country to a new page.

Pride and responsibility of National Assembly deputies

Especially in the current context, delegates are directly contributing to two major revolutions initiated by our Party: the revolution of streamlining the state apparatus to be strong, efficient, effective, and effective, and the revolution of developing science and technology - innovation, digital transformation to help the country break through and rise up in the new era. These are tasks of historical significance, creating the foundation for a strong Vietnam in the middle of the 21st century.

Fully aware of that responsibility, the National Assembly deputies are working day and night, dedicating themselves to their work. Each law discussed and each policy passed is the crystallization of the deputies’ dedication and concerns. All for the common goal of realizing the aspiration to develop a prosperous and happy country.

The road ahead is still full of difficulties, the workload is still dense, but with the determination that has been forged, we have the basis to believe in the success of the Ninth Session. When the will of the Party and the people are united, when each National Assembly delegate is burning with a sense of responsibility and national pride, there is no challenge that cannot be overcome. The 15th National Assembly, with its concrete and decisive actions, will continue to affirm its role as the highest state power agency, worthy of the trust that the Party, State and people have entrusted.

More than ever, the people's trust and expectations are placed on the strong and timely decisions of the National Assembly. The success of the Ninth Session will be a vivid demonstration of Vietnam's will and determination: once determined, we will act to the end and definitely achieve results. That is also a solid premise for us to confidently move forward on the path of building a prosperous, strong, democratic, fair, civilized and powerful Vietnam in the near future.
