On the morning of April 11, the National Assembly Standing Committee's Supervisory Delegation worked with the Hai Phong Department of Home Affairs on the implementation of policies and laws on the development and use of human resources, especially high-quality human resources, in the period of 2021 - 2024. Vice Chairman of the Committee for Culture and Social Affairs Dinh Cong Sy chaired the meeting.
According to the report of the Hai Phong Department of Home Affairs, the city's current human resources mainly belong to two groups: cadres, civil servants, public employees and workers outside the public sector.

Regarding the staff, civil servants and public employees, the city currently has nearly 39,000 people. According to the general assessment, the quality of the city's staff in the period of 2021 - 2024 has many positive changes; the movement of labor out of the public sector tends to decrease gradually over the years (172 cases in 2023, 138 cases in 2024).
This result is thanks to the excellent policies of the City Party Committee, People's Council, and People's Committee in attracting high-quality human resources right from the recruitment stage, encouraging young people and talented people to stick with the public sector, contribute to the overall development of the city. Along with that is the policy of supporting treatment, paying increased average income, contributing to increasing the standard of living, ensuring stable life for cadres, civil servants, and public employees in the city.

Regarding the group of workers outside the public sector, there are currently more than 1 million workers in the city. Compared to 2021, in 2024 the city's workforce increased by nearly 16.8 thousand people, equivalent to 1.62%. The city's labor structure has shifted in a positive direction, in line with the city's orientation of reducing labor in the agriculture, forestry and fishery sectors and increasing labor in the industry, construction and services sectors.
The quality of the city's labor force as well as the average income of workers in this period will increase gradually over the years. By 2024, the rate of trained workers in the city will increase by 1.5% compared to 2021; the average income in 2024 will increase by 15% compared to 2021.
Although there have been many positive changes in local human resources in the 2021 - 2024 period, the implementation of policies and laws on the use of human resources, especially high-quality human resources, still has some shortcomings and limitations.

Specifically, the unemployment rate and underemployment rate are still high; the rate of workers with certificates of 3 months or more is still low compared to many provinces and cities in the Red River Delta region; the quality of vocational training has not met the development needs of society as well as the shift in labor structure.
For the current group of cadres, civil servants and public employees, many occupations have not attracted highly qualified people and leading experts; they have not met the requirements of working in an international environment.
To overcome the above shortcomings, in addition to continuing to maintain outstanding policies to attract talents according to the city's own mechanism, the Hai Phong Department of Home Affairs proposes to promote training and fostering to improve the qualifications and professional capacity of cadres, civil servants and public employees; combine training and fostering according to the standards of civil servant ranks and professional titles of civil servants with training and fostering according to job requirements and job positions.
The Ministry of Home Affairs, the Ministry of Education and Training, together with relevant agencies and units, will research and develop a mechanism to provide a database and introduce excellent students and young scientists so that the city can implement recruitment policies and attract high-quality human resources to work in the city's agencies and units...
The monitoring delegation highly appreciated the results of human resource development and utilization in Hai Phong in the period of 2021 - 2024. In particular, the Department of Home Affairs has advised the People's Committee and the People's Council of the city to issue many policies to attract and retain talents. The monitoring delegation suggested that Hai Phong continue to pay attention to developing vocational education to promptly respond to the current trend of job transition.
