Speaking at the conference, National Assembly Chairman Tran Thanh Man said that in order to best prepare for the 8th session of the 15th National Assembly, the National Assembly Party Delegation and the Government Party Personnel Committee organized a conference to review the contents of preparations for the session. The conference was held one month before the session so that the drafting and reviewing agencies have time to implement in accordance with the Law on Promulgation of Legal Documents; at the same time, it aimed to discuss and agree on the content of the 8th session's agenda, especially the agencies giving opinions on the progress, time, quality according to regulations, the preparation of the contents of draft laws and resolutions to be added to the 8th session's agenda according to the shortened agenda.
The National Assembly Chairman emphasized that the 8th Session of the 15th National Assembly is the session with the largest volume of work to be submitted to the National Assembly for consideration and decision since the beginning of the 15th tenure. The session will open on October 21 and is expected to close on December 3; conducted in 2 phases: Phase 1 from October 21 to November 12; Phase 2 from November 20 to December 3, 2024. The National Assembly will consider 39 contents, including 29 contents on legislative work, 10 groups of contents on socio-economics (SE), state budget, supervision, personnel and decide on other important issues under its authority.
The National Assembly Chairman requested members of the National Assembly Party Delegation and the Government Party Personnel Committee to focus on reviewing and considering which draft laws and resolutions have been basically completed to submit to the National Assembly; review the preparation work and quality of the content of draft laws and resolutions expected to be added to the agenda, especially those proposed for approval at the Session according to the shortened process and procedures. At the same time, focus on discussing issues with different opinions on draft laws and resolutions.
According to the National Assembly Chairman, in recent times, the coordination between the Government and the National Assembly agencies has become increasingly close, smooth, substantial and effective. The agencies have promoted a sense of responsibility, prepared early, remotely, and worked day and night to prepare for draft laws and resolutions to be submitted to the National Assembly.
National Assembly Chairman Tran Thanh Man also emphasized that the recent storm No. 3 had very complicated developments, the consequences were very severe and up to this point, the damage has not been fully calculated. The entire Party, the entire people and the entire army have faced new difficulties and challenges. The Government must face additional difficulties and pressures in budget collection and expenditure, achieving growth targets, ensuring macroeconomic stability of the economy, controlling inflation and price increases to ensure people's lives. Therefore, the National Assembly Party Delegation and the Government Party Committee continue to coordinate substantively, effectively, and institutionally in a timely manner, meeting practical requirements for socio-economic development, ensuring people's lives and promoting growth.
Referring to the time to implement the 5-year socio-economic plan with only more than 1 year left, in addition, the impact of storm No. 3 is very severe, the National Assembly Chairman requested that it is necessary to promptly handle the difficulties and problems that arise. Any issues that the Government manages, the Government will decide. Any content that is beyond the authority of the Government, the opinion of the National Assembly Standing Committee and the National Assembly will be sought.
The National Assembly Chairman noted that the National Assembly agencies are always ready to receive research dossiers on draft laws and resolutions submitted by the Government. However, the quality of draft laws and resolutions is primarily due to the drafting agencies of the Government. At the same time, the Ethnic Council, the National Assembly Committees, the Vice Chairmen and the Chairman of the National Assembly must work continuously to ensure smooth, substantive, quality and effective coordination.
The National Assembly Chairman pointed out: The quality of laws and resolutions must first come from the drafting agency, the appraisal agency and the Government. When the Government submits them here, the responsibility of the appraisal agencies, the National Assembly Standing Committee, the Vice Chairmen of the National Assembly, and the Chairman of the National Assembly must work continuously, ensuring smooth and substantive coordination to achieve the highest efficiency.
The National Assembly Chairman noted that the heads of ministries and branches need to stick to the draft laws and resolutions to the end. It is necessary to amend the Law on Promulgation of Legal Documents, especially changing the mindset and approach in law-making, ensuring simplification, strengthening decentralization, and accelerating progress so that the issues that are not unified or not in agreement between the reviewing and drafting agencies will be implemented in the spirit of "however difficult it is, we will solve it".
At the conference, Prime Minister Pham Minh Chinh requested that ministries and branches actively, proactively, and closely and effectively coordinate with the Nationalities Council and the National Assembly Committees. Accordingly, in addition to institutionalizing and concretizing the Party's guidelines and policies for implementation, agencies must continue to innovate their thinking in law-making, from focusing only on management work to focusing on effective management work while contributing to development creation.
The Prime Minister also emphasized the need for innovation in drafting agencies as well as appraisal agencies, on that basis, to mobilize all resources. Currently, resources are congested. It is good that we focus on effective management. However, we must open up new spaces, create for development, to mobilize all resources of society and people.
In addition, depending on the nature of each draft law, detailed regulations can be issued, but for issues that are still fluctuating and have many impacts, it should be generalized. Legislative work must be carried out in the spirit of what is clear, mature, proven to be correct in practice, effectively implemented and agreed by the majority, then legalized. For issues that are not yet mature, unclear, still fluctuating in practice, still have complicated and unpredictable developments, then boldly pilot, while doing, learn from experience, and gradually expand.
In particular, it is necessary to focus on decentralization and delegation of authority along with resource allocation, improving implementation capacity, and designing tools to strengthen supervision and inspection. With the spirit of enhancing responsibility, daring to think, daring to do, and decentralization, ministries, branches, and localities must make decisions and implement effectively.
The Prime Minister also noted that when people, tasks, responsibilities, time, and products are clearly assigned, it will be easier to check, evaluate, and classify. Therefore, thorough decentralization will increase accountability and at the same time encourage innovation. Reduce administrative procedures, eliminate the mechanism of asking and giving, and especially not create an environment that leads to corruption and negativity.
