Removing obstacles in site clearance for key projects

This afternoon, September 11, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong chaired a meeting with leaders of departments, branches and localities to resolve problems related to site clearance for key projects.

In the process of implementing the land acquisition and clearance work for the projects: Van Ninh - Cam Lo Expressway, Quang Tri Airport, Coastal Road connecting the East - West Economic Corridor, Eastern Bypass Road of Dong Ha City, localities including Vinh Linh, Gio Linh, Cam Lo are facing difficulties in the process of applying laws and policies at the transitional period between the 2013 Land Law and the 2024 Land Law.

For the Van Ninh - Cam Lo Expressway project, the problem focuses on the implementation of compensation and support for assets built on the traffic land corridor within the land acquisition scope; road safety corridor limits; compensation and support for land in the road corridor; application of unit prices for land plots without specific land prices and some other specific compensation and support cases; regulations on the safety corridor limit for the National Highway 9 overpass is 300 m or calculated according to the road safety corridor limit along the collector road.

For the projects of Quang Tri Airport, Coastal Road connecting the East-West Economic Corridor, and Eastern Bypass Road of Dong Ha City, there are problems in areas such as the level of support for training, career conversion, and job search for individual households when the State reclaims agricultural land according to the land price list or specific land price; unit price for compensation for damage to aquatic animals or other livestock; level of support for stabilizing production and business when reclaiming agricultural land; level of support for housing projects built on agricultural land before July 1, 2014; support for moving items; support for garden land equal to 45% of the residential land price of the land plot, the unit price is applied according to the specific land price or land price list; support for land filling and leveling to make roads to houses...

Based on the opinions of departments, branches and localities, the Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong proposed that localities unify the implementation of cases where the compensation and support plan has been made public, and implement it according to the public plan; in cases where the public procedures have not been completed, the provisions of the 2024 Land Law shall be implemented. For compensation regulations, specific land prices will be applied, and for support policies, the land price list of the Provincial People's Committee will be applied.

Regarding specific contents, the content of the level of support for training, career conversion, and job search for individual households when the State reclaims agricultural land will be applied according to the land price list issued by the Provincial People's Committee. The support level for housing projects built on agricultural land before July 1, 2014 is unified at 80% applied to the two projects of Van Ninh - Cam Lo Expressway and Quang Tri Airport, because the Provincial People's Committee previously issued Notice No. 1750/TB-VP dated August 8, 2024. The remaining cases are implemented according to current legal regulations.

The Standing Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to speed up the progress of developing compensation rates for aquatic animals and other livestock. Assigned the Department of Transport to advise the People's Committee to issue a document requesting the Ministry of Transport to respond to regulations on safety corridor limits for the National Highway 9 overpass project.
