Removing difficulties in implementing projects to support production development

BBK - In the period of 2022 - 2023, Bac Kan province approved and implemented more than 400 lists of projects to support production development according to the National Target Programs. However, due to many regulations and instructions that are not timely and clear, the implementation of projects is still slow.

Toan Thang Cooperative, Dong Thang Commune (Cho Don) hopes to soon receive support for project items of production according to the linked chain.

The total capital allocated to more than 400 projects supporting production development is 134 billion VND, of which 110 projects support production development according to the value chain; 229 projects support community production development. The goal is to support production materials, create livelihoods, improve life and increase income for people in difficult areas. The main areas of implementation are cultivation, animal husbandry, medicinal plant cultivation, and aquaculture development.

According to the report of the Department of Agriculture and Rural Development, up to now, 242 projects have been appraised, of which 151 projects have been approved; 163 projects are completing documents that have not been appraised.

In many localities, although capital has been allocated, the implementation progress is slow. In Cho Moi district, there are 10 projects implementing value chain production, but so far none of them have been implemented. Mr. Bui Nguyen Quynh, Head of the district's Department of Agriculture and Rural Development, said: "The slow implementation is due to unclear regulations on supported subjects in some central documents, leading to confusion at local levels and sectors when implementing. There are projects that link project bidding but there are no participating units such as the Project on developing value chain-linked production associated with the consumption of yellow apricots of Cao Ky Cooperative, so it is very difficult in the implementation process."

In Cho Don district, 13 projects supporting value chain production have been submitted for appraisal, but currently only 01 project has been approved for implementation. The remaining 44 projects developing community production are on hold pending new instructions.

Reasons for slow implementation

The reason why many joint production projects under the National Target Programs are slow to implement is explained by the Ministry of Agriculture as the guidance documents and capital allocation from the central ministries and branches for the 2021-2025 period were issued late, and there were no specific instructions, so implementation could not be organized. Some localities are still confused in selecting contractors; it is not clear whether the procurement is carried out by community groups or the People's Committees at the commune level. Some production development support projects assigned to the People's Committees at the commune level as investors are slow to implement due to limited capacity at the commune level, and commune-level civil servants are in charge of many other specialized tasks. Providing information on prices (price appraisal) takes a long time because the People's Committees of communes do not appraise themselves but have to hire consulting units to appraise...

Faced with these difficulties, in Notice No. 20/TB-HĐND dated June 28, 2023, the Provincial People's Council requested the Provincial People's Committee to review all projects supporting the development of value-chain-linked production and projects supporting the development of community production. Accordingly, stop implementing projects that have been approved by competent authorities but have not been implemented, projects that are being implemented but the implementation process is incorrect, ineffective or violations are discovered.

After that, localities reviewed all capital allocated to projects, considered projects that were not feasible, and disbursed capital to promptly propose adjustments to implement other content.

There is a way to overcome the difficulties

At the 14th session of the 10th Provincial People's Council, term 2021-2026, the Provincial People's Committee and relevant agencies explained the reasons for the slow progress and low disbursement rate of the National Target Programs. At the same time, they advised on timely adjustments to a number of policies to remove difficulties in implementing production support projects. The Provincial People's Council unanimously approved the Resolution on Amending and supplementing a number of articles of the Regulations on support content, application forms, procedures, project implementation procedures, plans, production plans, and selection of ordering units in implementing production development support activities under the National Target Programs in Bac Kan province, issued together with Resolution No. 13/2022/NQ-HDND dated October 18, 2022 of the Provincial People's Council.

With the issuance of the revised Resolution, the procedures and processes for implementing production development projects have been specifically and in detail regulated, creating high consistency in organization and implementation, thereby helping investors and project owners to connect more conveniently during the implementation process.

Units and localities need to urgently implement the contents and tasks of production support projects that are behind schedule and facing difficulties due to the lack of clear regulations in the past. From there, promote the effectiveness of policies to promote economic and social development in the area./.

SOME RESOLUTIONS ON POLICIES IN IMPLEMENTING THE NEW NATIONAL TARGET PROGRAM HAVE BEEN PASSED
