On October 11, 2024, after reaching an agreement with the Foreign Affairs Office of Dongxing City (China); the Office of the People's Council - People's Committee of Mong Cai City (Vietnam) and representatives of functional agencies handed over the first batch of aquaculture cages to the Foreign Affairs Office of Dongxing City (China).

Carrying out foreign affairs and comprehensive coordination and cooperation between Mong Cai City (Vietnam) and Dongxing City (China) in the spirit that the Secretary of the Party Committee of the two sides and the Chairman of the People's Committee of Mong Cai City (Vietnam) and the Mayor of the People's Government of Dongxing City (China) had a phone call to discuss and agree that the two sides will actively support each other in prevention work before, during and after storm No. 3 (Yagi), after the deadline for conducting the investigation and completing the listing and verification to find the owners of the cages and rafts drifting in the waters of Mong Cai City according to the provisions of Vietnamese law; based on the provisions of Article 49 of the Agreement on land border management regulations between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China; Based on the content of the correspondence dated September 9, 2024 and September 21, 2024 of the Foreign Affairs Office of Dongxing City (China) and the reply letters dated September 12, 2024 and October 1, 2024 of the Office of the People's Council - People's Committee of Mong Cai City (Vietnam), on October 11 , 2024 , the Office of the People's Council - People's Committee of Mong Cai City (Vietnam) and representatives of the relevant agencies have proceeded to hand over the assets to the Foreign Affairs Office of Dongxing City (China) .

Specifically, at 13:00 Hanoi time (14:00 Beijing time ) on October 11, at the first point of the territorial sea demarcation line in the Gulf of Tonkin between Vietnam and China, the two sides handed over two aquaculture cages with identifying features consistent with the information provided by the Foreign Affairs Office of Dongxing City (China) in the exchange letter dated September 21, 2024.

The handover was conducted in the area of ​​the first point of the territorial sea demarcation line in the Gulf of Tonkin between Vietnam and China.

This is the first return of 16 aquaculture cages that the Foreign Affairs Office of Dongxing City (China) provided in the exchange letter. For the assets being aquaculture cages that the Foreign Affairs Office of Dongxing City (China) has an exchange letter for, the Office of the People's Council - People's Committee of Mong Cai City (Vietnam) and representatives of the relevant agencies will continue to investigate and verify and hand over (if there is sufficient basis) as soon as possible in accordance with the provisions of Vietnamese law and Article 49 of the Agreement on land border management regulations between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China; ensuring compliance with the regulations and principles of foreign affairs between the two countries; contributing to building a peaceful, friendly, stable, cooperative and developing border area for the happiness of the people of the two localities and the two countries.

All expenses related to management, transportation and handover on the Vietnamese side are arranged by the People's Committee of Mong Cai City from the budget for foreign affairs to be implemented according to regulations.
